Title
An ordinance to establish an Administrative Staff Agency for the Parish Council.
Body
WHEREAS, Article III, Section A.7 Powers and Duties of the Parish Council authorizes the Parish Council to exercise all legislative powers of the Parish and to adopt ordinances necessary and proper in the exercise thereof of said power; and,
WHEREAS, in order to discharge its responsibilities under the Home Rule Charter, the Parish Council should be able to function as an independent Branch of the Government of St. Charles Parish; and,
WHEREAS, the Parish Council needs an Administrative Staff to exercise its power and properly perform duties regarding legislation, appropriation of Parish funds, contract review, and discharge of responsibility for boards, agencies, and districts; and,
WHEREAS, personnel of an Administrative Staff Agency would be able to assist the Parish Council.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That there is hereby established a Parish Council Administrative Staff Agency to be composed of classified and unclassified personnel as the Parish Council may deem necessary to authorize and hire, including but not limited to the Council Secretary and all persons under the Secretary's supervision.
SECTION II. That the Parish Council Administrative Staff Agency shall be qualified by special education, training, and/or experience in the field of business administration, management, finance and research, and shall carry out the appropriate duties and responsibilities contained in their job descriptions.
SECTION III. The Parish Council shall by ordinance appropriate funds in the Annual Budget for the Administrative Staff Agency and hereby authorizes employment of personnel for this Staff Agency as may be required.
NOW, THEREFORE BE IT ORDAINED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby establish an Administrative Staff Agency for the Parish Council.
BE IT FURTHER RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, hereby authorize employment of personnel for this Staff Agency as required.
