Title
An ordinance to approve and authorize the execution of a Contract for Engineering Services with EVANS-GRAVES ENGINEERS, INC. for necessary professional engineering services associated with Parish Project No. P080502 East Bank Master Drainage Plan 2008.
Body
WHEREAS, the St. Charles Parish Council desires to have the following described project undertaken:
PROJECT DESCRIPTION:
Engineering services for Parish Project No. P080502 East Bank Master Drainage Plan 2008. The service will include but will not be limited to serving as Owner's professional engineering representative for the Project, providing professional engineering consultation and advice, and furnishing customary civil, geotechnical, structural, mechanical, electrical, instrumentation and control engineering services and construction engineering and inspection; and,
WHEREAS, the Master Drainage Plan for the East Bank of St. Charles Parish was last updated in 1994 and now has limited usefulness; and,
WHEREAS, the landscape and development of the East Bank has changed considerable since 1994, and a full functioning model is critical in managing impacts on parish infrastructure; and,
WHEREAS, because of the complexity of the project, it will be implemented in the following phases so as to better control project timing and cost:
Phase 1 - General Permit Assistance and Coordination
Phase 2 - Preparatory Work: Data Inventory & Review and Gap Analysis & Identification of Priority Areas
Phase 3 - Data Collection and Gathering
Phase 4 - Modeling & Reporting: Preliminary Design Report and Final Design Report
Phase 5 - Regulatory Review & Recommendations
Phase 6 - Identification of Funding Sources
Phase 7 - Micro-Scale (Neighborhood-Level) Drainage Investigations, Reporting, & Recommendations
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the contract for Engineering Services between EVANS-GRAVES ENGINEERS, INC. and the Parish of St. Charles is hereby approved.
SECTION II. That the Parish President is hereby authorized to execute said contract on behalf of the Parish of St. Charles.
