Title

An ordinance to amend the Code of ordinances to adjust the Water User Charge to provide for Capital Improvements.

Body

WHEREAS,      a need for various water system improvements has been identified by the St. Charles Parish Department of Waterworks due to current plant conditions and anticipated shortfalls in meeting consumer demands; and,

WHEREAS,      a $25 million dollar, 25-year Revenue Bond Issue is required in order to fund the water system improvements; and,

WHEREAS,      current projected revenues from the sale of water and other fees are insufficient to finance said bond issue; and,

WHEREAS,      the following rate structure is recommended in order to finance said revenue bonds.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:

SECTION I.      That the Code of Ordinances, Chapter 23, Article I, Section 23-3(c) is hereby amended to read as follows:

      (c) The in-parish water user charge shall be adjusted effective June 1, 2006 as follows:

$2.22        per 1000 gallons (0 to 6000 gallons of use)

      $4.00   per 1000 gallons (Above 6000 to 10,000 gallons of use)

$4.30   per 1000 gallons (Above 10,000 gallons of use)

SECTION II.      That the Code of Ordinances, Chapter 23, Article I, Section 23-3(d) is hereby amended to read as follows:

(d) The out-of-parish water user charge shall be adjusted effective June 1, 2006 as follows:

$2.22 per 1000 gallons (0 to 6000 gallons of use)

      $4.00 per 1000 gallons (Above 6000 to 10,000 gallons of use)

      $4.30 per 1000 gallons (Above 10,000 gallons of use)

      The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
