Title
A resolution requesting the South Central Planning and Development Commission (SCPDC) to explore and, if feasible, prepare a redistricting ordinance to align certain areas along Pit Road, Alexander Street, and Boutte Project Road within a single council district.
Body
WHEREAS, the St. Charles Parish Council recognizes the importance of maintaining compact, contiguous, and community-based council districts consistent with state and federal redistricting requirements; and,
WHEREAS, during the 2023 redistricting process, the neighborhood encompassing residents along Pit Road, the southern portion of Alexander Street, and the southern portion of Boutte Project Road was divided between Council Districts 1 and 7; and,
WHEREAS, the Council is desirous of exploring whether an alignment can be achieved that reunites this neighborhood within a single council district, while ensuring that all other goals and requirements governing redistricting - including population balance, minority representation, and geographic contiguity - continue to be met; and,
WHEREAS, the South Central Planning and Development Commission (SCPDC) provides professional redistricting and GIS services to the Parish and has agreed to assist in analyzing potential boundary adjustments and preparing, if appropriate, a proposed ordinance for Council consideration.
NOW, THEREFORE, BE IT RESOLVED THAT THE ST. CHARLES PARISH COUNCIL
hereby requests the South Central Planning and Development Commission (SCPDC) to review the current boundary configuration between Council Districts 1 and 7, focusing on the area encompassing Pit Road, the southern portion of Alexander Street, and the southern portion of Boutte Project Road, and to explore potential options to realign this neighborhood within a single council district while maintaining compliance with all applicable legal and demographic standards.
BE IT FURTHER RESOLVED that SCPDC coordinate with the Registrar of Voters and the Secretary of State’s Office in its analysis and if feasible, prepare a proposed redistricting ordinance for Council consideration.
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the Registrar of Voters, the Parish President, and the South Central Planning and Development Commission for appropriate action.
