Title: A resolution authorizing the Chairman or the Secretary to offer a STRONG OBJECTION to SCF Marine Inc., MVN 2011-01569 EKK for a permit to deposit approximately 2,080 cubic yards of fill material for the construction of a 130' x 14' levee ramp and a 200' x 14' levee ramp, install and maintain a steel access ramp and four (4), 36" spuds to anchor the proposed floating dock, all for the purpose of servicing, repairing and cleaning barges and push boats. The levee ramps would be constructed from Highway 48 (River Road) to an existing ramp that extends from the top of the levee to the proposed steel ramp which would provide access to the proposed floating dock located on the left descending bank of the Mississippi River, at a point about 119.4 miles above Head of Passes, Destrehan, in St. Charles Parish, Louisiana.

A resolution authorizing the Chairman or the Secretary to offer a STRONG OBJECTION to SCF Marine Inc., MVN 2011-01569 EKK for a permit to deposit approximately 2,080 cubic yards of fill material for the construction of a 130' x 14' levee ramp and a 200' x 14' levee ramp, install and maintain a steel access ramp and four (4), 36" spuds to anchor the proposed floating dock, all for the purpose of servicing, repairing and cleaning barges and push boats.  The levee ramps would be constructed from Highway 48 (River Road) to an existing ramp that extends from the top of the levee to the proposed steel ramp which would provide access to the proposed floating dock located on the left descending bank of the Mississippi River, at a point about 119.4 miles above Head of Passes, Destrehan, in St. Charles Parish, Louisiana.

BE IT RESOLVED by the St. Charles Parish Council acting as the Governing Authority of the Parish:
      SECTION I.      That the Chairman or the Secretary be and is hereby authorized to offer a STRONG OBJECTION in connection with the application of SCF Marine Inc., MVN 2011-01569 EKK for a permit to deposit approximately 2,080 cubic yards of fill material for the construction of a 130' x 14' levee ramp and a 200' x 14' levee ramp, install and maintain a steel access ramp and four (4), 36" spuds to anchor the proposed floating dock, all for the purpose of servicing, repairing and cleaning barges and push boats.  The levee ramps would be constructed from Highway 48 (River Road) to an existing ramp that extends from the top of the levee to the proposed steel ramp which would provide access to the proposed floating dock located on the left descending bank of the Mississippi River, at a point about 119.4 miles above Head of Passes, Destrehan, in St. Charles Parish, Louisiana.
      SECTION II.      That the offer of STRONG OBJECTION is issued because of the following reasons:
·      Highway 48 (River Road) is a two-lane roadway that is already heavily congested with regular residential traffic and commercial vehicles associated with the grain elevator adjacent to this proposed site and also existing work occurring behind the levee.
·      The nature and proximity of the proposed site is not conducive to a residential neighborhood.
·      Noise and air quality issues impacting the adjacent neighborhood lowers the quality of life for residents.
SECTION III.      That a copy of this resolution shall be forwarded to all interested parties.
