The Parish of St. Charles
      IN   MEMORIAM
WHEREAS,      on September 15, 2008, Almighty God, in His Infinite Wisdom, has seen fit to call from among us one of His most worthy servants, Fay Walker Louque; and,
WHEREAS,      Fay a native of Norco, Louisiana and resident of Destrehan for 46 years was a loving wife, mother, and grandmother and was a dedicated Public Servant who retired from the St. Charles Parish Library after 21 years and remained an active Genealogist and Historian until her death; and,
WHEREAS,      Fay was an active member of many local clubs and organizations including the Daughters of the American Revolution - Vieux Carre Chapter, United Daughters of the Confederacy - Dave Crockett Chapter, River Road Historical Society, New Orleans Genealogical Society, Louisiana Genealogical Society, La Societe of des Cajuns, French Settlement Historical Society, St. Charles Borromeo Church and Perpetual Adoration Chapel; she is the noted founder of several historically important organizations including the Destrehan Descendants Guild and the German Coast Historical and Genealogical Society; and she was an active Charter Member of the Friends of the St. Charles Library; and,
WHEREAS,      Fay had amassed the largest known private collection of documents and information related to St. Charles Parish for many decades and her home had become a private repository of historical documents, news articles, books, sketches, and other artifacts pertaining to the Parish.  Historians, scholars, authors, and ordinary citizens have long recognized her collection as the most valuable resource in any research on St. Charles Parish; and,
WHEREAS,      Fay became an authority on the history of St. Charles Borromeo "Red Church" and Cemetery, the 18th Century Settlement years of the German Coast, and the 19th Century Plantation Era, Civil War and Reconstruction, she has long been the "go to" person for information on our Parish; and,
WHEREAS,      words cannot adequately express or convey the appreciation felt by all of us for the many years of dedicated public service rendered by Fay to St. Charles Parish.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, duly assembled on this 20th day of October 2008, do hereby posthumously recognize and honor

BE IT FURTHER RESOLVED, that when this Meeting is adjourned, it shall be done in memory of FAY WALKER LOUQUE.
