Title
An ordinance to approve and authorize the execution of Amendment No. 8 to the Professional Services Agreement with Camp Dresser & McKee, Inc. for necessary Consulting Engineering Services associated with Parish Project No. S950301, Eastbank and Westbank Regional Wastewater Treatment Plants and associated Pumping Stations and Force Mains, to provide Engineering Services associated with the EPA Grant received by St. Charles Parish.
Body
WHEREAS,      Ordinance No. 95-11-2, adopted November 6, 1995, authorized the execution of a Professional Services Agreement with Camp, Dresser, and McKee, Inc. (CDM) to perform necessary pre-construction, design, bidding, and construction management for the new Destrehan and Hahnville Wastewater Treatment Plants (WWTPs) for a fee of $1,908,289.00; and,
WHEREAS,      Ordinance No. 96-8-4, adopted August 5, 1996, added the Montz, Norco, Ama, Paradis, Killona, and Bayou Gauche Lift Stations and associated force mains to the original project scope and increased the total project engineering fees to $3,168,842.00; and,
WHEREAS,      Ordinance No. 97-3-2, adopted March 10, 1997, increased the time for resident inspection and construction management, increased the fees for surveying services and fees for the preparation of servitude/permit drawings, and increased the design fee to correspond to construction estimates, thus increasing the total project engineering fees to $4,613,223.00; and,
WHEREAS,      Ordinance No. 98-3-14, adopted March 24, 1998, clarified the design and resident inspection fees for the individual project components; and,
WHEREAS,       Ordinance No. 00-10-8, adopted October 9, 2000, added of out-of-scope work to the original contract at the request of the Parish, the contingency fee was increased by $247,500.00; and,
WHEREAS,       Ordinance No. 01-1-15, adopted January 9, 2001, extended the services date for resident engineering to 31 March 2001; and,
WHEREAS,       Ordinance No. 01-1-16, adopted January 22, 2001, authorized continuance of resident engineering services through the completion of construction and thus increased the resident engineering upper limit to not exceed $1,108,186.00; and,
WHEREAS,       Ordinance No. 01-12-7, adopted December 3, 2001, amended the Project Budget is amended as follows:

      Soils Testing      159,000.82
      Design Engineering      1,880,042.00
      Engineering Services During Construction      805,733.00

      TOTAL PROJECT BUDGET      $4,984,956.00
WHEREAS,      Camp Dresser & McKee, Inc. and Hartman Engineering, Inc. were involved in securing the Federal Grant Money; and,
WHEREAS,      Camp Dresser & McKee, Inc. has been involved in the Comprehensive Wastewater Abatement Program associated with portions of the Luling Pond collection treatment, and transmission systems and the New Regional Hahnville WWTP; and,
 
 
 
WHEREAS,      Hartman Engineering, Inc. has been involved with the improvements to the proposed Booster Pump Station, associated pump stations servicing the Luling Pond service basin and associated collection and pressure system improvements to reduce the wastewater flow to the Luling Pond to assist in discontinuance of the existing administrative order and to allow the now completed Ama sewer system to discharge to the Luling Pond site; and,
WHEREAS,      Camp Dresser & McKee, Inc. and Hartman Engineering, Inc. will work collectively in providing the necessary services to develop and implement a comprehensive compliance scope to the Environmental Protection Agency that includes modifications and assessments of the treatment, collection and transmission systems within the Luling Pond and Hahnville WWTPs Service Basins; and,
WHEREAS,      Camp Dresser & McKee, Inc. shall utilize Hartman Engineering, Inc. (45%) as a subconsultant for services relative to any and all federal grant money received by St. Charles Parish to implement various sanitary sewer improvements throughout St. Charles Parish; and,
WHEREAS,      the St. Charles Parish Council hereby endorses this Amendment No. 8 and will provide initial funding for the grant application process in the amount of $100,000.00.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I.      That the Professional Services Agreement between CDM and the Parish of St. Charles is hereby amended and approved.
SECTION II.      That all other provisions of the Agreement dated December 1, 1995 and as amended shall remain in full force and effect except as stated herein.
SECTION III.      The funds for this task will be provided by the Department of Public Works Wastewater Budget.
