Title
An ordinance to create a Citizens' Recycling Committee to address the recycling concerns in St. Charles Parish and advise the Council to improve participation.
Body
WHEREAS, the current recycling participation in 26 to 28% across the Parish whereas participation in the past has been as high as 36 to 38%; and,
WHEREAS, BFI has made some attempts in the past to educate the citizens in the recycling program but they do not seem to have concise well established programs to increase the levels of participation; and,
WHEREAS, the Parish Council, Administration and Citizens at large desire a higher level of participation to justify the cost of maintenance of recycling program; and,
WHEREAS, the 2004 budget allocated $352,584.00 for recycling with each household paying $1.77 per month and with the current level of participation this does not make sound economic sense; and,
WHEREAS, it is the desire of all of us to bring the participation level to 45% or more.
AND THEREFORE THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. A Citizens Committee consisting of NINE Members is created effective the date of this ordinance consisting of ONE interested citizen from each Council District and one member representing the Administration, preferably with knowledge of recycling/disposal plus ONE enthusiastic school student from the Parish School System representing the School Board.
SECTION II. Councilman from each district will recommend one nominee and the committee members will be confirmed by the Council as a whole. The Committee should meet a minimum of one time per quarter and will function for one year on a trail basis, after which the Council can make this Committee a Council Committee.
SECTION III. The Committee shall work on the following items, not necessarily limited to:
1. How to improve citizens participation in the recycling program and make recommendations to the Parish Council.
2. How to set up economic incentives for those who participate vs. those who do not participate.
3. How to cut down on solid waste disposal cost by recycling organic material, consisting of lawn clippings, tree leaves, organic waste by separate compost and recycling programs.
4. Recommend alternative methods to recycling.
5. Ways to include the School System and Students in the recycling education program.
6. How to enable BFI to be effective by educating the citizens or seek alternate methods including discontinuing of BFI Services, go for other companies, collection centers strategically located throughout the Parish.
