Proclamation:  "National Inhalants and Poisons Awareness Week"

                     P R O C L A M A T I O N

WHEREAS,                     the term "inhalant" refers to over a thousand different legal household and commercial products that can be intentionally abused by sniffing or huffing; and,

WHEREAS,                     most of the chemicals abused produce effects similar to anesthetics, which slow bodily functions, causing intoxicating effects; and,

WHEREAS,                     research by the Consumer Product Safety Commission (CPSC) has found that there is no "typical profile" of an inhalant abuser; and,

WHEREAS,                     abusers are equally represented by both sexes and all socioeconomic groups; and,

WHEREAS,                     "Sudden Sniffing Death" can occur anytime someone uses inhalants, the first time, the tenth time or the hundredth time; and,

WHEREAS,                     other consequences of inhalant abuse include: loss of consciousness, death by suffocation, hearing loss, limb spasms, brain and/or central nervous system damage, bone marrow damage, liver and/or kidney damage; and,

WHEREAS,                     an alert parent can be the family's best drug abuse prevention tool.

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, DO HEREBY JOIN WITH THE BAYOU COUNCIL ON ALCOHOLISM AND DRUG ABUSE, A UNITED WAY AGENCY, AND THE LAFOURCHE PREVENTION PARTNERSHIP AND PROCLAIM MARCH 20-26, 2005 AS

                     "NATIONAL INHALANTS AND POISONS AWARENESS WEEK"

IN ST. CHARLES PARISH AND CALL UPON ALL CITIZENS, PARENTS, BUSINESSES, HOSPITALS, AND SCHOOLS IN ST. CHARLES PARISH TO REMAIN AWARE THAT THE DANGER OF INHALANT ABUSE IF LITERALLY RIGHT UNDER OUR NOSES.
