RESOLUTION NO. 6216
Title
A resolution urging the Federal Congressional Committees to include local and state stakeholders in the process of drafting legislation to craft an affordable and sustainable reauthorization of the National Flood Insurance Program.
Body
WHEREAS, the current authorization of the National Flood Insurance Program, (NFIP), will expire in 2017; and,
WHEREAS, a sensible and sustainable reauthorization is vital for the success of this important program and will result in reestablishing the public’s trust and reliance in the program provided its reauthorization offers affordable flood insurance coverage for their homes and businesses; and,
WHEREAS, a balance needs to be reached between the affordability of the program with the need for fiscal solvency; and,
WHEREAS, reauthorization must insure that the unintended consequences felt in 2013 following the passage of the Biggert-Waters Act is not repeated with reauthorization of the NFIP; and,
WHEREAS, an effort must be made to allow local and state stakeholders to work with Congress and to have input in drafting legislation that would strike a balance between the affordability of the program with the need for fiscal solvency and to determine which elements of the Biggert-Waters Act, and the Homeowner Flood Insurance Affordability Act should be kept, amended, or discarded during the reauthorization process; and,
WHEREAS, the NFIP must be reauthorized in such a way that the public's trust and reliance on the program to provide affordable flood protection are affirmed; and,
WHEREAS, the implementation of a transparent and fair process of amending flood maps is also vital to the successful implementation of the program; and,
WHEREAS, unless reauthorized properly, the loss of the NFIP or drastic premium increases will threaten all of coastal and riverine America; and,
WHEREAS, the loss of the NFIP program would severely impact the housing markets, property values, local tax revenue, and would put significant stress on property owners and their mental anguish.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby urge the Federal Congressional Committees to include local and state stakeholders in the process of drafting legislation to craft an affordable and sustainable reauthorization of the National Flood Insurance Program.
BE IT FURTHER RESOLVED, that a certified copy of this resolution be sent to Governor of Louisiana John Bel Edwards, U. S. Senator David Vitter, U. S. Senator Bill Cassidy, Congressman Cedric Richmond, all other Louisiana’s Representatives in Washington, DC, Senate Majority Leader Mitch McConnell, Speaker of the House of Representatives Paul Ryan, and the FEMA Administrator W. Craig Fugate.
The foregoing resolution having been submitted to a vote, the vote thereon was as follows:
