Title

A resolution to amend the Parish Council Rules to add Rule 40.  The microphone system within the council chambers shall remain on prior to Call to Order and until the meeting is adjourned with the exception of a recess, executive session, or the unceasing use of foul language being used during a meeting.

Body

WHEREAS,                     the current Council Rules do not address the use of microphones during public meetings; and,

WHEREAS,                     the microphone system used within the council chambers has the ability to be activated and deactivated at any time during a St. Charles Parish meeting; and,

WHEREAS,                     the microphone system may be turned off by the Chairperson when no meeting activity is occurring; and,

WHEREAS,                     when deemed necessary, the Chairperson may turn off the microphone system in order to prohibit the broadcasting and the recording of foul language deemed unsuitable to the general public.

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby amend the Parish Council Rules by adding Rule 40:

RULE 40.

The microphone system within the council chambers shall remain on prior to Call to Order and until the meeting is adjourned with the exception of a recess, executive session, or the unceasing use of foul language being used during a meeting.
