Title

A resolution offering a letter of strong objection to the construction of a new Airport in the Bonnet Carre' Spillway.

Body

WHEREAS,      the Bonnet Carre' Spillway was constructed and completed in 1931 by the Corps of Engineers as a vital element of the comprehensive plan for flood control in the Lower Mississippi Valley; and,

WHEREAS,      the Bonnet Carre' Spillway in addition to its flood control functions, the nearly 8,000 acres floodway is the site of diverse and extensive recreational activities as well as vitally important as the fish and wildlife benefits derived from the varied habitats and the introduction of fresh water and nutrients into the lake; and,

WHEREAS,      the Bonnet Carre' Spillway is almost directly across the river from the Entergy's Waterford 3 nuclear power plant, where catastrophic damage could ensue if an airliner crashed into the plant; and,

WHEREAS,      the tranquil and gentile life of the towns of Norco and Montz would be gravely infringed upon with increase noise levels as well as traffic.

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL ACTING AS THE GOVERNING AUTHORITY OF THE PARISH:

      SECTION I.      That the Chairman or Secretary is hereby authorized to offer a letter of strong objection to the construction of an airport in the Bonnet Carre' Spillway.

      SECTION II.      That the St. Charles Parish Council strongly objects to the construction of this airport which will infringe on the tranquil life of the towns of Norco and Montz and request that consideration of this site be removed.

      SECTION III.      That a copy of this resolution shall be forwarded to the U.S. Congressional Delegation, the State Delegation, Governor Kathleen Babineaux Blanco, New Orleans Mayor Ray Nagin, Kenner Mayor Phil Capitano, Jefferson Parish President Aaron Broussard, Airport Director Roy Williams and the New Orleans Aviation Board.
