Title
An ordinance to waive Quality Based Selection (QBS) and to approve and authorize the execution of an Engineering Services Contract with Buchart Horn, INC. for the design of Parish Project No. P070107, Paradis Pump Station Bar Screen Cleaner and Deck.
Body
WHEREAS, St. Charles Parish desires to have Parish Project No. P070107, Paradis Pump Station Bar Screen Cleaner and Deck, completed; and,
WHEREAS, this project requires design, and construction administration services; and,
WHEREAS, since Hurricane Katrina has caused untold displacement and disruption of the citizens of Southeast Louisiana, fulfilling the requirements of Chapter 2, Article I, Section 2-12, Code of Ordinances (a.k.a. QBS) with regards to creating Review Panel has been impossible; and,
WHEREAS, it is important that St. Charles Parish proceed with this project in order to protect the property and well-being of its citizens.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the provisions of the Code of Ordinances, Chapter 2, Article I, Section 2-12, regarding the selection of Engineering firms, is hereby waived.
SECTION II. That the Engineering Services Contract with Buchart Horn, INC. for the design of Parish Project No. P070107, Paradis Pump Station Bar Screen Cleaner and Deck be hereby accepted.
SECTION III. That the Parish President is hereby authorized to execute the attached Engineering Services Contract.
