Title

An ordinance to amend the 2016 Consolidated Operating and Capital Budget, Amendment No. 5, to add expenses and related grant revenues for Fund’s 123 - Flood Protection Fund, Fund 001 General Fund, Account’s 400610(Planning and Zoning) and 410711 (Emergency Preparedness Subsidiary), Fund 105 Road Lighting, Fund 113 Recreation and Fund 401 Wastewater for contractual and professional services, construction, architectural/engineering, and other fees in the total amount of $32,625,001 unexpended in 2015 for various parish projects that were not completed in 2015.

WHEREAS,                     the 2016 St. Charles Parish Consolidated Operating and Capital Budget was adopted November 18, 2015 by Ordinance No. 15-11-22, and amended January 12, 2016 by Ordinance No. 16-1-8, February 1, 2016 by Ordinance No. 16-2-7, February 16, 2016 by Executive Order No. 2016-01, February 25, 2016 by Executive Order No. 2016-02, April 4, 2016 by Ordinance No. 16-4-2, April 4, 2016 by Ordinance No. 16-4-3; and,

WHEREAS,                     the Parish Council has taken under consideration the study of Amendment No. 5 to the St. Charles Parish Consolidated Operating and Capital Budget for fiscal year 2015 to add from the 2015 Unexpended Fund Balance, including grant revenues and transfers from the General Fund totaling $29,431,340, for  construction, architectural/engineering and other fees for Fund 123 - Flood Protection Fund, $1,361,183 for Fund 001 - General Fund, account 400610 - Planning and Zoning and account 410711 Emergency Preparedness Subsidiary for contractual, professional services and Improvements other than Buildings, $155,000 for Fund 105 -Road Lighting for Improvements Other than Buildings, $980,388 for fund 113 - Recreation for Improvements other than Buildings, Buildings Grounds and Plant, and Architectural and Engineering, and $21,000 for Fund 401 Waste Water for Architectural and Engineering Fees, all of which are for the projects as shown by the Revision Schedule.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:

SECTION I.                     That in accordance with the provisions of Article V, Sections D, E, and F of the St. Charles Parish Home Rule Charter and with the Louisiana Local Government Budget Act (R.S. 39:1301 et. seq.), the St. Charles Parish Council does hereby amend the 2016 St. Charles Parish Consolidated Operating and Capital Budget, as amended, as per "Exhibit A".

The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:

 

 

 

 

And the ordinance was declared adopted this ______ day of __________, 2016, to become effective five (5) days after publication in the Official Journal.
