Title
A resolution requesting the Louisiana Department of Transportation and Development to install “KEEP RIGHT EXCEPT TO PASS” signs on LA Hwy 90, LA Hwy 61, Interstate 310, and Interstate 10 in St. Charles Parish in accordance with the directive noted in Louisiana Revised Statute § 32:71 and that the St. Charles Parish Sheriff’s Office and the Louisiana State Police enforce the provisions of this statute.

WHEREAS, the left hand lane of a highway or interstate, where there are at least two adjacent lanes of traffic moving in the same direction, is called the passing lane and is provided to facilitate the passing of slower traffic; and,
WHEREAS, Louisiana state law requires slower traffic to keep right except for passing in order to allow faster traffic to pass; and,
WHEREAS, it appears that many violators of the law seem to do so intentionally; and,
WHEREAS, breaking the law by driving slow in the passing lane promotes road rage, encourages unsafe driving practices such as following too close, and impedes the flow of traffic; and,
WHEREAS, Louisiana Revised Statute § 32:71, Section D states “The Department of Transportation and Development is directed to place signs on multilane highways, in an effort to make motorists aware of the provisions provided for in this Section”; and,
WHEREAS, it is the desire of the Parish Council that the Department of Transportation and Development have these signs installed; and,
WHEREAS, it is the desire of the Parish Council that the St. Charles Parish Sheriff’s Office and the Louisiana State Police enforce the provisions of Louisiana Revised Statute § 32:71.
NOW THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby request the Louisiana Department of Transportation and Development to install “KEEP RIGHT EXCEPT TO PASS” on LA Hwy 90, LA Hwy 61, Interstate 310, and Interstate 10 in St. Charles Parish in accordance with the directive noted in Louisiana Revised Statute § 32:71 and that the St. Charles Parish Sheriff’s Office and the Louisiana State Police enforce the provisions of this statute.
BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to Governor John Bel Edwards, Department of Transportation & Development Secretary Shawn D. Wilson, Department of Transportation & Development District Engineer Administrator Chris G. Morvant, Captain Donovan Archote, Commander-State Police Troop B, Sheriff Greg Champagne, Senator-2nd District (vacant), Senator Gary L. Smith, Jr., Representative Gregory A. Miller, Representative Randal L. Gaines, and Representative Joseph A. “Joe” Stagni.
The foregoing resolution having been submitted to a vote, the vote thereon was as follows:
And the resolution was declared adopted this day of , 2017, to become effective five (5) days after publication in the Official Journal.
