TRIBUTE
Division A, Councilwoman-At-Large Beth A. Billings, is a native of Memphis, Tennessee and has been a resident of Destrehan for the past 34 years. She is married to C. David Billings, and they are the proud parents of three children; Danielle, married to Frank Breaux, Autumn, and Savannah, and are grandparents to Charlotte Breaux. She is a graduate of Tulane University and is a former small business owner.
Councilwoman Billings was elected to the St. Charles Parish Council at the Special Election held on March 20, 2021, and took office April 19, 2021, as the Division A, Councilwoman-At-Large.
Councilwoman Billings served as St. Charles Parish Council Vice-Chairman in 2022 and is the St. Charles Parish Council Chairman for 2023.
Councilwoman Billings is a member of the Special Projects/Public Safety, Health, and Environmental Committee, the Contract/Finance and Administrative Committee, the Operations, Maintenance and Construction Management Committee, the Legislative Committee, and the Hurricane Protection Projects Committee.
Councilwoman Billings is a member of the R.S.V.P. Advisory Council, the South Central Planning & Development Board of Commissioners, and the Sunset Drainage District Board of Directors.
Councilwoman Billings is a member of the Police Jury Association of Louisiana, the National Association of County Official’s (NACo), and NACo’s Finance, Pensions, and Intergovernmental Affairs Steering Committee.
Councilwoman Billings is a member of the Rotary Club of St. Charles Parish, the St. Charles Parish Women’s Club, the Republican Women of St. Charles, the St. Charles Parish Republican Executive Committee, and serves as Vice-Chairman of the Louisiana Republican State Central Committee.
