Title

An ordinance to approve and authorize the execution of a Multiphase Service Contract with AssetWorks, LLC, for Project Number P160502 for furnishing Software Licensing, Support, and Implementation Services as needed for the Department Of Public Works to implement a comprehensive Computerized Maintenance Management System (CMMS) in the amount of $289,955.00.

Body

WHEREAS,                     the St. Charles Parish Department of Public Works is actively engaged in extensive efforts to improve operational efficiency & better manage and maintain critical, public utilities, infrastructure, facilities, and drainage structures to best allocate limited resources. The end goal being an overall reduction in the cost of capital. This process is data intensive and requires the necessary polices, leadership, and structure to meet sustainable infrastructure objectives. OWNER desires to procure licensing for the use of a software system that allows administrators to create, modify, adapt, and assign Work to Assets; track and manage infrastructure assets, service requests, work orders, inspection reports and citizen concerns through a centralized database of information; and,

WHEREAS,                     the St. Charles Parish Department of Public Works solicited Request for Proposals (RFP) to provide a CMMS work order management & asset tracking system. Sealed proposals were received June 28, 2016 and evaluated by an Interdepartmental Team; and,

WHEREAS,                     the Evaluation Team recommended AssetWorks, LLC, for Contract Award based overall growth potential, management of on-going costs, and their implementation success rate of 100%; and,

WHEREAS,                     the Computerized Maintenance Management System Project will be broken into a Multi-phase Contract consisting of: Procurement of Software Licensing & Support; System Implementation; and on-going Software Maintenance & Support. The aforementioned Contract will be valid for a period of one (1) year with an optional annual extension for Software Maintenance & Support; and,

WHEREAS,                     total compensation for the aforementioned Contract may not exceed $289,955 and will be paid per phase based on satisfactory demonstration.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:

SECTION I.                     That the Multi-Phase Service Contract between AssetWorks, LLC, and St. Charles Parish for furnishing Software Licensing, Support, and Implementation Services as required and assigned via task order by the Department Of Public Works, and annual Maintenance and Support is hereby approved and accepted.

SECTION II.                     The Parish President is hereby authorized to execute said Multiphase Contract on behalf of St. Charles Parish.

The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:

 

 

 

 

And the ordinance was declared adopted this             day of                    , 2016, to become effective five (5) days after publication in the Official Journal.
