Title
An ordinance to approve and authorize the execution of a Construction Contract with Sealevel Construction, Inc. for Project No. P080905-10A, grant reference Project Numbers U.S. Department of the Treasury Project No. 1 RDCGR380093-01-00, CPRA Project No. BA-0209, and DRA Project No. LA-51112, Paradis Canal Flood Control Structure, as part of the West Bank Hurricane Protection Levee Project, in the amount of $5,036,169.00.

WHEREAS, sealed bids were received by St. Charles Parish on February 13, 2020 for Project No. P080905-10A, grant reference Project Numbers U.S. Department of the Treasury Project No. 1 RDCGR380093-01-00, CPRA Project No. BA-0209, and DRA Project No. LA-51112, Paradis Canal Flood Control Structure Project; and,
WHEREAS, Burk-Kleinpeter, Inc., Henry Picard, P.E., the Engineer for the Project, has reviewed the bids and recommended that the Contract be awarded to the lowest responsive bidder, Sealevel Construction, Inc. in the amount of $5,036,169.00; and,
WHEREAS, the Paradis Canal Flood Control Structure, as part of the West Bank Hurricane Protection Levee Project, will provide flood protection to approximately 231 residences, 41 businesses, 2 public buildings, and 25 school/hospital/church buildings located within the Magnolia Ridge watershed area; and,
WHEREAS, The Paradis Canal Flood Control Structure will provide protection from the surge of water from Lake Salvador, through the Paradis Canal toward highway 90 lessening the flow of water to other areas of the West bank; and,
WHEREAS, the Paradis Canal Flood Control Structure consists of the installation of a new vertical lift gated system. The project includes the purchase of (1ea) 15.5’W x 22.5’T motorized vertical Lift Gate, (2ea.) 10’W x 10’T sluice gates, sheet pile wall tying gated structure to the Magnolia and Sunset levees; galvanized steel structure, platform, stairs, and caged ladders for access and operation of gates; and,
WHEREAS, St. Charles Parish executed a Notice of Award with the U.S. Department of the Treasury, Office of the Fiscal Assistant Secretary, Office of Gulf Coast Restoration on July 24, 2019 for $398,727.11 in funding for said project through the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States authorized via Resolution No. 6320; and,
WHEREAS, St. Charles Parish entered into an Intergovernmental Agreement with the State of Louisiana through the Coastal Protection and Restoration Authority-Board (CPRA) on July 2, 2019 to provide funding not to exceed $2,540,724 for said project for the CPRA-Parish Matching Opportunities Program through RESTORE Spill Impact Component funding authorized via Resolution No. 6420; and,
WHEREAS, St. Charles Parish entered into an Award Agreement with the Delta Regional Authority (DRA) on November 28, 2018 for funding in the amount of $200,000 for said project through the DRA States’ Economic Development Assistance Program authorized via Resolution No. 6350.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the bid of Sealevel Construction, Inc., for the construction of Project No. P080905-10A, grant reference Project Numbers U.S. Department of the Treasury Project No. 1 RDCGR380093-01-00, CPRA Project No. BA-0209, and DRA Project No. LA-51112, Paradis Canal Flood Control Structure, as part of the West Bank Hurricane Protection Levee Project, is hereby approved and accepted, in the amount of $5,036,169.00.
SECTION II. That the Parish President is hereby authorized to execute said contract on behalf of the Parish of St. Charles.
SECTION lll. A final Notice of Contract shall be printed and filed in place of the contract documents with the St. Charles Parish Clerk of Court and in the records of the St. Charles Parish Council.
The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
