RESOLUTION NO. 5867
Title
A resolution urgently requesting the Louisiana Department of Transportation & Development to install a "Prepare to Stop When Flashing" sign and signal in the west bound lane of Highway 90 before the traffic signal at Willowdale Boulevard in Luling.
Body
WHEREAS, according to the Manual on Uniform Traffic Control Devices, Chapter 1A the purpose of traffic control devices, as well as the principles for their use, is to promote highway safety and efficiency by providing for the orderly movement of all road users on streets and highways throughout the Nation; and,
WHEREAS, Highway 90 is a very heavily traveled roadway; and,
WHEREAS, warning signs call attention to unexpected conditions on or adjacent to a highway or street and to situations that might not be readily apparent to road users. Warning signs alert road users to conditions that might call for a reduction of speed or an action in the interest of safety and efficient traffic operations; and,
WHEREAS, vehicles, especially large trucks traveling at a high rate of speed west bound from Jefferson Parish, and without proper warning exiting a blind curve may not be aware that they are approaching a signal light located at Willowdale Boulevard; and,
WHEREAS, school buses and other vehicular traffic are placed in extreme danger when turning west bound on Highway 90 from Willowdale Boulevard.
NOW, THEREFORE, BE IT RESOLVED, THAT WE THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby urgently request that the Louisiana Department of Transportation and Development install a "Prepare to Stop When Flashing" sign and signal in the west bound lane of Highway 90 before the traffic signal at Willowdale Boulevard in Luling.
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to Governor Bobby Jindal, Department of Transportation & Development Secretary Ms. Sherri LeBas, Department of Transportation & Development District Administrator Mr. Michael Stack; Department of Transportation & Development Traffic Operations Engineer Mr. Steve Strength, Senator Joel T. Chaisson, II, Representative Gary L. Smith, Jr., Representative Ernest D. Wooton, St. Charles Parish Sheriff Greg Champagne, and Representative-Elect Gregory A. Miller asking their assistance in this regard.
