RESOLUTION NO.
A resolution requesting the assistance and support of the Louisiana Department of Transportation and Development in the priority construction projects of St. Charles Parish.
WHEREAS, the Parish Council firmly believes the following listed issues are priority projects, which will benefit all of the citizens of St. Charles Parish:
I. Install protective embankment as decided by DOTD from West I-310 Ramp to Norco, in St. Charles Parish
II. Widen LA 18 from Sugarhouse Road to I-310, add Center Turn Lane, and/or add additional Westbound Lane
III. Widen LA 50 - Almedia Road, St. Rose
IV. Construct Center Turn Lane LA 48
V. Center Turn Lanes U.S. 90 in Paradis and Des Allemands
VI. Construct Center Turn Lane U.S. 90 from Maryland Drive to Coronado Drive West
VII. Relocation of LA 3060 (Barton Avenue) to a new State route from Willowdale Boulevard to LA 18
WHEREAS, the Parish Council is requesting that the Department of Transportation and Development work with St. Charles Parish in accomplishing these projects.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby request the assistance and support of the Louisiana Department of Transportation and Development in the priority construction projects of St. Charles Parish.
BE IT FURTHER RESOLVED that a copy of this resolution and attached correspondence be forwarded to Governor Blanco and the Louisiana Department of Transportation and Development.
BE IT FURTHER RESOLVED that a copy of this resolution and attached correspondence be forwarded to Senator Joel T. Chaisson, II, Representative Ernest D. Wooton, and Representative Gary L. Smith, Jr.
The foregoing resolution having been submitted to a vote, the vote thereon was as follows:




And the resolution was declared adopted this day of , 2006, to become effective five (5) days after publication in the Official Journal.

Dear Committee Members:

The Members of the St. Charles Parish Council and the Parish President respectfully request the Department of Transportation and Development consider the following proposals as priorities for St. Charles Parish:



I. Install protective embankment as decided by DOTD from West I-310 Ramp to Norco, in St. Charles Parish

Several fatalities have occurred along this section of Highway when vehicles involved in accidents run off the road and into the water. It is felt that these fatalities may have been avoided if some type of protective barrier were installed along this section of Highway.



II. Widen LA 18 from Sugarhouse Road to I-310, add Center Turn Lane, and/or add additional Westbound Lane

With the opening of Ashton Plantation Estates Subdivision the amount of traffic will greatly increase on this portion of LA 18. A center turn lane and/or an additional Westbound Lane would help to relieve the congestion in this area.



III. Widen LA 50 - Almedia Road, St. Rose

Widen LA 50, Almedia Road in St. Rose from its intersection with LA 48 to its intersection with US 61. This is a very narrow substandard road, carrying a high volume of traffic; there are open ditches along the road creating a hazardous situation. LA 50 is a major artery connecting two busy State Highways.

IV. Construct Center Turn Lane LA 48

This proposed center turn lane on LA 48 will provide necessary relief to the traffic congestion occurring on this heavily traveled route. We support doing this project in phases and recommend Phase I of the project address the most congested area:
Browns Curve to I-310 interchange. This Phase should be built as soon as possible due to the extraordinary high volume of traffic. This section of roadway currently has no turn lanes, no signal or caution lights, inadequate drainage. Congestion is a result of commercial establishments (service stations, fast food, groceries), a private elementary school, a public middle school, eight (8) residential subdivisions, several churches, a cemetery, etc.



V. Center Turn Lanes U.S. 90 in Paradis and Des Allemands

Continue center turn lanes in these areas where they were omitted when the center turn lane was originally put in on U. S. 90 in the Boutte area.



VI. Construct Center Turn Lane U.S. 90 from Maryland Drive to Coronado Drive West

U.S. 90 is a very heavily traveled roadway and the main thoroughfare through the Commercial District of St. Charles Parish. With the addition of Primrose I & II Subdivisions and the numerous new businesses along this section of U.S. 90, traffic has increased at an alarming rate. The safe access to businesses on Highway 90 is compromised due to the lack of a center turn lane.



VII. Relocation of LA 3060 (Barton Avenue) to a new State route from Willowdale Boulevard to LA 18

LA 3060 is a main connector from LA 18 to U. S. 90 that is extremely congested, narrow and in a residential area. A relocated LA 3060 would allow for a properly designed highway to handle the large volume of traffic in an efficient and safe manner.
