Title
An ordinance of the Parish of St. Charles, providing that the Code of Ordinances, Parish of St. Charles, be amended by revising Section 2-12 to change the procedure of how contracts under $20,000.00 are awarded.
Body
WHEREAS,      on February 15, 1993 the members of the St. Charles Parish Council adopted Ordinance 93-2-20 establishing the Qualification Based Selection procedures for the procurement of architects and engineers; and,
WHEREAS,      the procedure originally required that projects resulting in an engineering or architectural fee of $20,000.00 or more be awarded based on recommendations of the Review Panel and projects of less than $20,000.00 should be handled administratively; and,
WHEREAS,      subsequently on April 6, 1998, Ordinance 98-4-3 amended Ordinance 93-2-20 to provide that projects less than $20,000.00 would be handled administratively; and,
WHEREAS,      on June 5, 2000, the Parish Council adopted Ordinance 00-6-1 to require notice to the Parish Council of award of any Administrative Contracts; and,
WHEREAS,      the Administration failed to notify in a timely manner to the Parish Council all Administratively given Contracts under $20,000.00; and,
WHEREAS,      the Parish Council is not properly informed of the status and the reasoning behind all Administrative Contracts.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I.      That the St. Charles Parish Code Chapter 2, Article I, Section 2-12, IV is hereby amended by deleting paragraph (a), as written, and replacing it with the following:
(a)      Any contract for consulting engineers or architectural services involving the public works, sewerage, or waterworks department of any St. Charles Parish government office, agency, commission or special district which would result in a fee in the amount of twenty thousand dollars ($20,000.00) or more shall be awarded based on the recommendation of the Review Panel.  Any such project resulting in a fee of less than the twenty thousand dollars ($20,000.00) threshold the Administration will work with the District Councilman for their input and then shall have the simple majority of the Parish Council vote.
