Title
An ordinance approving and authorizing the execution of Change Order No. 2 for the Ormond Center Drainage Improvements (Project No. P190505), to increase the contract amount by $282,632.83 and increase the contract time by fourteen (14) calendar days.
Body
WHEREAS, Ordinance No. 22-4-2 adopted on April 4, 2022, by the St. Charles Parish Council, approved and authorized the execution of a Professional Services Agreement with Stuart Consulting Group, Inc., to perform engineering services for Ormond Center Drainage Improvements (Project No. P190505), in the amount not to exceed $81,246.00; and,
WHEREAS, Ordinance No. 23-12-4 adopted on December 4, 2023, by the St. Charles Parish Council, approved and authorized the execution of Amendment No. 1 to Ordinance No. 22-4-2 which approved a Professional Services Agreement with Stuart Consulting Group, Inc., for the Ormond Center Drainage Improvements (Project No. P190505), in the not to exceed amount of $171,763.00, increasing the overall contract value to $253,009.00; and,
WHEREAS, Ordinance No. 25-7-13 adopted on July 21, 2025, by the St. Charles Parish Council, approved and authorized the execution of Amendment No. 2 to Ordinance 23-12-4, which approved a Professional Services Agreement with Stuart Consulting Group, Inc. for Ormond Center Drainage Improvements (Project No. P190505), in the not to exceed amount of $153,724.20, increasing the overall contract value to $406,733.20; and,
WHEREAS, Ordinance No. 26-1-3 adopted on January 12, 2026, by the St. Charles Parish Council, approved and authorized the execution of a Contract with Cycle Construction Company, LLC, for the Ormond Center Drainage Improvements (Project No. P190505), in the amount of $3,097,730.00; and,
WHEREAS, Ordinance No. 26-8-3 adopted on August 10, 2026, by the St. Charles Parish Council, approved and authorized the execution of Change Order No. 1 for the Ormond Center Drainage Improvements (Project No. P190505), to increase the contract amount by $271,095.41 and increase the contract time by thirty (30) calendar days; and,
WHEREAS, it is necessary to amend the construction contract to provide allowance for assisting the Parish with burying bypass pumping discharge pipes to allow for continuous passage through the Center, and to account for the splicing of sheet piles near active Entergy power lines to avoid a shutdown of power to the entire Center; and,
WHEREAS, St. Charles Parish and Cycle Construction Company, LLC, have mutually agreed to increase the contract amount by $282,632.83 and increase the contract time by fourteen (14) calendar days.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That Change Order No. 2 to the Contract with Cycle Construction Company, LLC, for the Ormond Center Drainage Improvements (Project No. P190505), to increase the contract amount by $282,632.83 and increase the contract time by fourteen (14) calendar days, is hereby approved and accepted.
SECTION II. That the Parish President is hereby authorized to execute said Change Order on behalf of St. Charles Parish.
The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
And the ordinance was declared adopted this ______ day of ____________, 2026, to become effective five (5) days after publication in the Official Journal.
