Title
An ordinance of the Parish of St. Charles, providing that the Code of Ordinances, Parish of St. Charles, be amended by revising Appendix C, the St. Charles Parish Subdivision Regulations of 1981, to require subsurface drainage in new developments; to require a sixty (60) foot right-of-way for collector and local streets; to require conformance with the Louisiana Department of Transportation and Development Standard Specifications for Roads & Bridges.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That Appendix C, the St. Charles Parish Subdivision Regulations of 1981, of the Code of Ordinances of the Parish of St. Charles be amended as follows:
1. Revise II.D.2.c. to read:
c. Storm Drainage System Plan. A layout map shall be prepared showing the proposed and existing subsurface storm drainage system within the subdivision, all outfall drainage systems, and individual drainage areas.
2. Revise II.D.2.h.(3) to read:
(3) Grade of storm sewer and drainage system.
3. Revise III.A.2.a. to read:
a. Arterial. Requirement for curb and gutter subsurface drainage shall be eighty (80) feet for two-lane roadways and one hundred (100) feet for four-lane roadways.
4. Revise III.A.2.b. to read:
b. Collector and Local. Requirement for curb and gutter subsurface drainage shall be sixty (60) feet.
5. Revise III.A.4. to read:
4. Utilities. Space within the street right-of-way shall be designated for the construction of sub-surface drainage, sanitary sewers and public facilities and shall be in accordance with the typical sections.
6. Revise IV Design standards to read:
Improvements which are required to be installed by the subdivider shall be designed by a Civil Engineer registered in the State of Louisiana and shall conform to the minimum design standards contained in these regulations as well as other regulations of the Parish and State. All subdivision proposals shall be consistent with the need to minimize flood damage. The developer is required to have a registered Civil Engineer to certify that all improvements are constructed to Parish specifications as shown by the developer's approved plans and specifications. This certification is required prior to final acceptance by St. Charles Parish. All construction materials and procedures shall conform to the Louisiana Department of Transportation and Development standard specifications for Roads & Bridges latest edition unless otherwise specified. Deviations from these specifications shall have to be approved by St. Charles Parish Department of Public Works (Director of Engineering).
7. Revise IV.A.1. to read:
1. Pavement Width. Pavement width shall be measured from back to back of curbs. Pavement widths shall conform to the following minimum requirements:

b. Collector and local streets shall be twenty-seven (27) feet in width.
9. Revise IV.A.1.c. to read:
c. Boulevard streets shall be twenty-six (26) feet in width for each set of lanes with a median of not less than sixteen (16) feet in width.
10. Revise IV.D.2. to read:
2. Roadside Drainage. All roadside drainage shall be subsurface design. The roadside drainage system shall be designed to carry roadway, adjacent land, and structural storm water drainage.
11. Revise IV.D.2.a. to read:
a. Subsurface Drainage. Catch basins shall be spaced to limit the spread of water to four (4) feet into the roadway during the design storm and to limit the maximum flow entering them to one point five (1.5) cubic feet per second for the subsurface curb and gutter drainage systems.
12. Delete IV.D.2.b and b.1., b.2., b.3., b.4., b.5., b.6., b.7.
13. Revise IV.E.1. to read:
1. Sidewalks. Sidewalks shall be required along each side of all residential subdivision streets within the five-foot sidewalk servitude within the street rights-of-way.
Sidewalks shall be installed concurrent with the initial development of each lot of record, and shall be the responsibility of the owner-of-record at the time of that initial construction of permanent residential improvementsÂ…
NOW, THEREFORE BE IT ORDAINED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby provide that the Code of Ordinances, Parish of St. Charles, be amended by revising Appendix C, the St. Charles Parish Subdivision Regulations of 1981, to require subsurface drainage in new developments; to require a sixty (60) foot right-of-way for collector and local streets; to require conformance with the Louisiana Department of Transportation and Development Standard Specifications for Roads & Bridges.
