Title
An ordinance to amend the St. Charles Subdivision Ordinance of 1981, Section IV.C.1.d. by adding the requirement that blue reflective fire hydrant markers installed on new subdivision roadways to indicate fire hydrant locations shall be the responsibility of the subdivider.
Body
WHEREAS, the St. Charles Parish Subdivision Ordinance of 1981 contains Design Standards for major subdivision development; and,
WHEREAS, these Design Standards include the installation of fire hydrants not more than 500-feet apart; and,
WHEREAS, fire hydrant locations are indicated on roadways by reflective blue hydrant markers so that hydrants can be easily located; and,
WHEREAS, quick and efficient location of fire hydrant location day and night increases the public health, safety, and welfare; and,
WHEREAS, The St. Charles Parish Council desires that the installation of reflective blue hydrant markers fire hydrants be the responsibility of the subdivider.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the St. Charles Parish Code of Ordinances, Appendix C. Section IV.C.1.d. be amended by adding:
d. Fire Hydrants. Fire hydrants shall be installed not more than five hundred (500) feet apart on the property line extended and at ends of lines to allow for flushing. Install all hydrants in an exact vertical position. Pumper nozzles shall face toward the street. Hydrant shall have proper bury length so that the bottom of the safety flange is between five (5) inches and eight (8) inches above finished grade level. Each hydrant shall have a six-inch main lead of at least three (3) feet. Hydrants shall be attached with Romac grip ring pipe restraints. Hydrant valves shall be a minimum of three (3) feet from hydrants located along a highway or thoroughfare and shall be valved. Hydrants that require valves shall be connected to a mechanical joint x flanged tee. See Detailed Specifications Section for hydrant installation details. Hydrant locations shall be indicated on all roadways by blue reflective hydrant markers and shall be the responsibility of the subdivider.
