Title
A resolution to amend the Parish Council Rules to revise Rule 11 to allow for the author of a proposed ordinance and/or proposed resolution to explain its purpose upon being given the floor after its reading by the Council Chairman and to provide for a second opportunity to speak following the discussion of other members.
Body
WHEREAS, the current Council Rule 11 states that no member shall speak more than twice on the same question other than for the purpose of asking a question or when required to answer questions; and,
WHEREAS, members answering questions of other members has been considered in the past as having spoken twice; and,
WHEREAS, a member should be able to speak an unlimited amount of time when the speaking is in response to questions by other council members; and,
WHEREAS, it is the opinion of the parish council that the author moving the introduction or adoption of a proposed ordinance and/or proposed resolution should have two opportunities to speak on the matter; and,
WHEREAS, it is the opinion of the parish council that the second opportunity to speak should be given so as to provide any additional details or rebuttal following council discussion.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby revise Rule 11 to read as follows:
RULE 11. (AS WRITTEN)
Other than for the purpose of asking a question or when required to answer questions, no members shall speak more than twice on the same question and for no longer than three minutes, except by two-thirds consent of the Council, and then not until every other member desiring to speak shall have had an opportunity to do so.
RULE 11. (REVISED)
Members shall each be provided two (2) opportunities to speak on a subject on the floor if a request is made and for no longer than three minutes. Exceptions to these limitations shall require consent of two-thirds of the Council following all other members having first been given an opportunity to speak. These restrictions shall not apply to when answering a question from other members.
