                     P R O C L A M A T I O N

WHEREAS,                     The Louisiana Highway Traffic Safety Commission (LHTSC) recorded 362 alcohol-related fatal crashes last year; and,

WHEREAS,                     the LHTSC also recorded 4,881 alcohol-related injury crashes in 2003; and,

WHEREAS,                     despite lowering the legal intoxication limit to .08% BAC (Blood Alcohol Concentration), 13% of drivers involved in fatal crashes had BAC's of .15% or higher; and,

WHEREAS,                     The National Center for Injury Prevention and Control (NCIPC) reports that impaired driving will affect one in three Americans during their lifetimes; and,

WHEREAS,                     the U.S. Supreme Court has up-held the constitutionality of sobriety checkpoints; and,

WHEREAS,                     research from the NCIPC shows that fewer alcohol-related crashes occur when sobriety checkpoints are implemented; and,

WHEREAS,                     The Bayou Council On Alcoholism and Drug Abuse, a United Way Agency, and the Lafourche Prevention Partnership believe that protection of citizens from impaired drivers should be a priority of law enforcement agencies.

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, DO HEREBY PROCLAIM DECEMBER 2004 AS

                     "NATIONAL DRUNK AND DRUGGED DRIVING PREVENTION MONTH"

IN ST. CHARLES PARISH, AND URGE COMMUNITY, HEALTH, GOVERNMENT, AND BUSINESS ORGANIZATIONS TO JOIN WITH LAW ENFORCEMENT AGENCIES TO DEMONSTRATE THAT IMPAIRED DRIVING IS UNACCEPTABLE AND UNLAWFUL.
