Title
A resolution approving and authorizing St. Charles Parish to submit a FY27 congressionally directed funding request for the Des Allemands Bulkhead Project, for inclusion in the FY27 Homeland Security Appropriations Bill, specifically the FEMA Pre-Disaster Mitigation Account.
Body
WHEREAS, the Des Allemands Bulkhead project addresses a critical need for improved flood protection infrastructure in a vulnerable, low-lying area that has faced repeated flood threats due to storm surge and rising water levels; and,
WHEREAS, the project is consistent with the State of Louisiana’s hazard mitigation priorities and is eligible under the Federal Emergency Management Agency’s Pre-Disaster Mitigation program by aiming to reduce overall risk to people and property before disasters occur, enhancing long-term community resilience and supporting cost-effective investment in mitigation infrastructure; and,
WHEREAS, the Governor’s Office of Homeland Security and Emergency Preparedness recognizes this project as a vital component of St. Charles Parish’s comprehensive flood mitigation strategy that is aligned with state and federal goals to reduce disaster recovery costs, protect lives, and safeguard critical infrastructure; and,
WHEREAS, the committee on appropriations requires support from the local governing body to secure approval and authorization for the appropriation request for grant funding.
NOW, THEREFORE, BE IT RESOLVED, THAT THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby approve and authorize St. Charles Parish to submit a FY27 congressionally directed funding request, for inclusion in the FY27 Homeland Security Appropriations Bill.
BE IT FURTHER RESOLVED That the Parish President is hereby authorized to execute said request and to act on behalf of St. Charles Parish in all matters pertaining to this project and subsequent grant award.
The foregoing resolution having been submitted to a vote, the vote thereon was as follows:
