RESOLUTION NO.       5684                      

Title

A resolution opposing new taxes on State or Local Governments, Employers, or Households through Federal Climate Revenues Collection.

Body

WHEREAS,                     in July 2008, the National Association of Counties ("NACo") passed a resolution calling for further studies before Congress passes a law on carbon cap and trade, which states as follows:  "NACo supports in-depth study and evaluation of financial and environmental impact of carbon cap and trade program or the lack thereof and its impact on local land use regulatory authority; and,

WHEREAS,                     on July 26, 2009, the U.S. House of Representatives passed H.R. 2454, The American Clean Energy and Security Act for 2009, that is currently on the United States Senate calendar, which will create a cap and trade program for greenhouse gasses; and,

WHEREAS,                     carbon tax is being proposed by some because of the theory that man-caused greenhouse gas affects global warming; and,

WHEREAS,                     The Congressional Budget Office ("CBO") estimates that this bill will cost ten billion dollars ($10 billion), broken out as eight hundred and ninety dollars ($890) per household in 2020; and,

WHEREAS,                     as fees from the bill increase, estimates put the cost to the average U.S. household close to seven thousand dollars ($7,000) per year by 2030; and,

WHEREAS,                     NASA temperatures statistics show that temperatures have been decreasing since 2002; and,

WHEREAS,                     some weather scientists are predicting global cooling is beginning; and,

WHEREAS,                     record cooler spring and summer temperatures occurred in wide areas of the country in 2009.

NOW THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby resolve that this time of severe economic recession and rising unemployment, we oppose any federal legislation, including cap and trade legalization, if it imposes any new tax, energy cost, or other financial burden on state and local governments, employers, and households.

BE IT FURTHER RESOLVED, that we call upon Congress to follow the 2008 NACo resolution and further study the issue in light of the NASA temperature statistics.

BE IT FURTHER RESOLVED, that this Resolution be forwarded to President Barack Obama, Louisiana Governor Bobby Jindal, U.S. Senator Mary Landrieu, U.S. Senator David Vitter, U.S. Representative Charlie Melancon, U.S. Representative Steve Scalise, State Senator Joel T. Chaisson, II, State Representative Gary L. Smith, Jr., and State Representative Ernest D. Wooton asking for their support.
