Title
A resolution stating St. Charles Parish's interest in participation in the Louisiana Enterprise Zone Program and designation of Enterprise Zones.
Body
WHEREAS, the Louisiana Enterprise Zone Act Louisiana R.S. 51:1781-1791 declares that there are certain economically distressed areas of the state requiring assistance to stimulate private investment in these areas; and,
WHEREAS, according to the Louisiana Enterprise Zone Act, the Louisiana Department of Economic Development (LED) is solely responsible for the administration of the Enterprise Zone Program; and,
WHEREAS, the Louisiana Enterprise Zone Act instructs LED to consider unemployment, per capita income, and number of residents receiving public assistance in each Census Block Group in order to determine eligible Enterprise Zones; and,
WHEREAS, the Louisiana Enterprise Zone Program offers significant incentives for economic development within the State; and,
WHEREAS, in accordance with the Louisiana Enterprise Zone Act St. Charles Parish agrees to:
1. Participate in the Enterprise Zone Program.
2. Assist LED in evaluating progress made in any Enterprise Zone within its jurisdiction.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL do hereby request designation by the Louisiana Department of Economic Development of the following 2010 Census Tract Block Groups as Louisiana Enterprise Zones:

BE IT FURTHER RESOLVED if any provision or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items or applications and to this end the provisions of this resolution are hereby declared severable.
BE IT FURTHER RESOLVED all resolutions or parts thereof in conflict herewith are hereby repealed.
