Title
An ordinance approving and authorizing the execution of Amendment No. 1 to Ordinance 22-3-2, which approved a Contract with DRC Emergency Services, LLC, for Storm Debris Removal and Recovery 2021, (Project No. P210801), to include additional services for Waterway Debris Removal and Recovery.
Body
WHEREAS, Ordinance No. 22-3-2 adopted on March 7, 2022, by the St. Charles Parish Council, approved and authorized the execution of a contract with DRC Emergency Services, LLC, for Storm Debris Removal and Recovery 2021, (Project No. P210801); and,
WHEREAS, St. Charles Parish has identified a need to expand the scope of services under the existing contract to include Waterway Debris Removal and Recovery; and,
WHEREAS, the addition of this scope is intended to ensure that St. Charles Parish maintains comprehensive debris management and recovery capabilities in advance of the 2026 hurricane season; and,
WHEREAS, given the time-sensitive nature of emergency preparedness planning, amending the existing contract agreement provides the most efficient means of securing these services while maintaining continuity with an experienced and qualified contractor already familiar with St. Charles Parish's operations and emergency response requirement; and,
WHEREAS, the proposed amendment will run concurrently with the current renewal term and will expire simultaneously with the existing contract on December 31, 2026; and,
WHEREAS, the Contractor demonstrated that comparable pricing has been accepted by neighboring parishes under similar contracts; and,
WHEREAS, based on this review, St. Charles Parish has determined that the proposed rates are reasonable, competitive, and consistent with prevailing market rates for comparable services in the region; and,
WHEREAS, accordingly, the proposed amendment is justified as a necessary and prudent measure to enhance St. Charles Parish's emergency preparedness capabilities, ensure continuity of service through the 2026 hurricane season.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That Amendment No. 1 to the existing Contract with DRC Emergency Services, LLC, for Storm Debris Removal and Recovery 2021, (Project No. P210801) to include additional services for Waterway Debris Removal and Recovery is hereby approved and accepted.
SECTION II. That the Parish President is hereby authorized to execute said Amendment on behalf of St. Charles Parish.
The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
