Title
A resolution approving and authorizing the Parish President to submit an application for grant funds from the FY2018-2019 Louisiana Community Development Block Grant (LCDBG) program for the Lone Star Sewer Rehabilitation project in the amount of $399,285.00; certifying that St. Charles Parish will use local funding to pay all of the engineering and pre-agreement costs associated with the implementation of the FY2018-2019 LCDBG Program; and, also certifying that the Parish will also utilize its own full-time permanent Grants Office staff for the purpose of administering this LCBDG program, if funded.
Body
WHEREAS, St. Charles Parish intends to apply for funding under the FY2018-2019 Louisiana Community Development Block Grant (LCDBG) program for the Lone Star Area Sewer Rehabilitation Project, a Sewer System Rehabilitation project; and,
WHEREAS, the Lone Star Area Rehabilitation Project will reduce deficiencies of the existing sanitary sewer system by rehabilitating the existing infrastructure; and,
WHEREAS, St. Charles Parish is requesting $399,285.00 in Louisiana Community Development Block Grant funding to be applied to towards the construction costs for the project; and,
WHEREAS, Parish funds will be used to pay the associated engineering fees and any other engineering costs incurred during the implementation of the FY2018-2019 LCDBG program, resulting in the State awarding an additional point to the final score of the application; and,
WHEREAS, N-Y Associates, Inc. has been identified as the project engineer, but is not under contract and a fee has not been established; and,
WHEREAS, the Parish has issued an authorization to South Central Planning and Development Commission to complete the FY2018-2019 LCDBG application for a rate not to exceed $10,000.00; and,
WHEREAS, the Parish maintains full-time permanent staff in the Grants Office for the sole purpose of and with proven capacity for administering federal, state, and other grant programs, including the LCDBG Program; and,
WHEREAS, Parish funds will be used to pay all pre-agreement and administrative costs associated with the implementation of this LCDBG program, resulting in the State awarding an additional point to the final score of the application; and,
WHEREAS, the Louisiana Community Development Block Grant application requires a resolution of support from the local governing body.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL do hereby approve and authorize the submission of the application for the FY2018-2019 Louisiana Community Development Block Grant Program for the Lone Star Area Sewer Rehabilitation project in the amount $399,285.00.
BE IT FURTHER RESOLVED that we, the members of the St. Charles Parish Council do hereby certify that St. Charles Parish will pay all engineering and pre-agreement costs associated with the implementation of the FY 2018-2019 and that the Parish will utilize its own Grants Office staff for the purpose of administering this LCDBG program, if funded.
BE IT FURTHER RESOLVED that the Parish President is hereby authorized to execute said application and to act on behalf of St. Charles Parish in all matters pertaining to this project and subsequent grant award.
