An ordinance to waive Quality Based Selection (QBS) and to approve and authorize the execution of an Engineering Services Contract with Meyer Engineers, LTD. for the design of Parish Project No. P070701, Maryland Drive Bridge Crossing.

WHEREAS, the Department of Public Works identified a potential problem with the culvert under Maryland Drive at the intersection with Primrose Street. Further inspection revealed the importance of the repair of this damaged culvert; and,
WHEREAS, it is imperative that St. Charles Parish proceeds with this project due to a potential roadway hazard/collapse and/or drainage obstructions and concerns caused from the existing failed culvert possibly creating an emergency situation; and,
WHEREAS, this project requires design, and construction administration services; and,
WHEREAS, this project was not included in the 2007 Budget; however, sufficient funds are available in the Roads and Drainage Maintenance and Operations Fund to cover all required expenditures; and,
WHEREAS, St. Charles Parish desires to have Parish Project No. P070701, Maryland Drive Bridge Crossing, completed; and,
WHEREAS, since Hurricane Katrina has caused untold displacement and disruption of the citizens of Southeast Louisiana, fulfilling the requirements of Chapter 2, Article I, Section 2-12, Code of Ordinances (a.k.a. QBS) with regards to creating Review panel has been impossible; and,
WHEREAS, it is important that St. Charles Parish proceed with this project in order to protect the property and well-being of its citizens.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. That the provisions of the Code of Ordinances, Chapter 2, Article I, Section 2-12, regarding the selection of Engineering firms, is hereby waived.
SECTION II. That the Engineering Services Contract with Meyer Engineers, LTD. for the design of Parish Project No. P070701, Maryland Drive Bridge Crossing be hereby accepted.
SECTION III. That the Parish President is hereby authorized to execute the attached Engineering Services Contract.
