Title
An ordinance to amend the St. Charles Parish Code of Ordinances, Chapter 12. Libraries, Section 12-4. Library Board of Control, to revise the language regarding the making of appointments and the limiting of terms.
Body
WHEREAS, Ordinance No. 14-6-3 adopted June 16, 2014, increased the membership of the Board to seven (7) regular members to establish representation from each of the seven (7) council districts; and,
WHEREAS, it is the desire of the Parish Council to further clarify the language regarding the making of appointments and the limiting of terms.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I. To provide that the Code of Ordinances, Chapter 12. Libraries, Section 12-4. Library Board of Control, is hereby amended to read as follows:

Section 12-4. Library Board of Control
The Board shall consist of seven (7) regular members, one (1) member from each parish council district, all of whom shall be a qualified voter of St. Charles Parish. Any District or At-large councilmember may nominate a representative for any vacant district appointment; nominee must reside within the district of the vacancy.
The Chairman of the Parish Council shall be ex officio, a member of the Board of Control for such public library, provided however that the Chairman of the Parish Council shall have the right to designate another member of the governing authority of the parish to serve in his place on the Board of Control of such public library.
The Library Board of control members appointed pursuant to this Section shall be appointed to serve a term of five (5) years, except that a vacancy occurring otherwise than by the expiration of his term shall be filled for the unexpired term in the same manner as the original appointment. An appointment to fill a vacancy for an unexpired term shall not constitute a full term. Members shall serve for no more than two (2) consecutive terms.

Any District or At-large councilmember may The District Councilmember shall nominate a representative for any vacant district appointment; to be considered for the appointment by the Parish Council. If the District Councilmember fails to nominate a representative or if the Parish Council fails to confirm the nomination, then within sixty (60) days of the vacancy announcement or resignation, an At-Large Councilmember may nominate a representative for the district appointment; nominee must reside within the district of the vacancy.
The Chairman of the Parish Council shall be ex officio, a member of the Board of Control for such public library, provided however that the Chairman of the Parish Council shall have the right to designate another member of the governing authority of the parish to serve in his place on the Board of Control of such public library.
The Library Board of control members appointed pursuant to this Section shall be appointed to serve a term of five (5) years, except that a vacancy occurring otherwise than by the expiration of his term shall be filled for the unexpired term in the same manner as the original appointment. An appointment to fill a vacancy for an unexpired term shall not constitute a full term. Members shall serve for no more than two (2) consecutive complete terms.
