Title
A resolution placing a Moratorium on the construction of any new homes in Evangeline Estates and Country Cottage until further study for new slab elevation can be conducted.
Body
WHEREAS, Evangeline Estates Phase I & Phase 2 have lots divided for construction of 69 new homes; and,
WHEREAS, drainage for Evangeline Estates Phase I & Phase 2 is open road side swale ditches with equalizer culverts provided across the road at 500' intervals; and,
WHEREAS, Country Cottage Phase I & Phase 2 have lots divided for construction of 73 new homes; and,
WHEREAS, drainage for Country Cottage Phase I & Phase 2 are gravity swales flowing to existing coulee on the Eastern side of the property; and,
WHEREAS, present elevation levels are one foot above center of the street and both subdivisions are presently Zone "X" for flood rating; and,
WHEREAS, on April 25, 2004 with substantial rainfall both subdivisions were totally under water, flooding at least two new homes yet to be occupied.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby place a MORATORIUM on the construction of any new homes in Evangeline Estates and Country Cottage until further study for new slab elevation can be conducted.
