An ordinance to amend the Code of Ordinances, Chapter 21, Article V., Parades, Motorcades on Public Streets, to prohibit the use of "silly string" and "laser pointers" during parades, and the presence of animals along the parade route.

WHEREAS,      Sheriff Greg C. Champagne has requested that the Parish Council adopt legislation to prohibit the use of silly string or laser pointers along parade routes and to not allow animals along the parade route; and,
WHEREAS,      it is the desire of the Parish President and the Parish Council to approve said request.
THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I.      That the Code of Ordinances, Chapter 21, Article V. is hereby amended by adding the following:
Section 21-56. Definitions.
Silly String - regardless of its brand name, shall be defined as an item, that when used, emits a string - like or streamer - like substance that is shot or expelled from a pressurized container.
Laser Pointer - a device that emits a visible laser.
Prohibitions.
It shall be unlawful for any person to sell or have "silly string" or a "laser pointer" in their possession within fifty (50) feet from any parade route one (1) hour prior to starting time, during and one (1) hour after completion of a parade.
The presence of animals other than horses or mules and leashed dogs which are actually participating in the parade, reptiles, rodents, marine life, fowls, or other animals dead or alive is prohibited within the parade or within fifty (50) feet of the official parade route.  This section shall not include Seeing Eye dogs or animals fenced at homes located on parade route.
