Title

A resolution creating a temporary AD-HOC Subcommittee of the St. Charles Parish Council Legislative Committee for the purpose of reviewing and making recommendations on drafting an ordinance to amend Chapter 7, Drainage & Flood Control, Article 1 of the St. Charles Parish Code of Ordinance to add regulations to protect adjacent properties from increased runoff when fill is added to any lot of ground.

Body

WHEREAS,                     the Parish considers an amendment to Chapter 7, Drainage & Flood Control, Article 1 of the St. Charles Parish Code of Ordinance to add regulations to protect adjacent properties from increased runoff when fill is added to any lot of ground essential; and,

WHEREAS,                     the Parish Council and Administration have reviewed several options in search of developing an ordinance to protect adjacent properties from increased runoff when fill is added to any lot of ground; and,

WHEREAS,                     the St. Charles Parish Council Legislative Committee would like to review, evaluate, and make recommendations on drafting an ordinance to amend Chapter 7, Drainage & Flood Control, Article 1 of the St. Charles Parish Code of Ordinance to add regulations to protect adjacent properties from increased runoff when fill is added to any lot of ground through the creation of a temporary AD-HOC Subcommittee.

THE ST. CHARLES PARISH COUNCIL HEREBY RESOLVES:

SECTION I.                     That a temporary AD-HOC Subcommittee of the St. Charles Parish Council Legislative Committee shall remain in existence until such time as it has completed its task or it is abolished by resolution of the St. Charles Parish Council Legislative Committee.

SECTION II.                     Upon completion of the task, the temporary AD-HOC Subcommittee will report to the Legislative Committee any recommended changes to amend Chapter 7, Drainage & Flood Control, Article 1 of the St. Charles Parish Code of Ordinance to add regulations to protect adjacent properties from increased runoff when fill is added to any lot of ground.

SECTION III.                     The make-up of the temporary AD-HOC Subcommittee will consist of the following members:

1.                     St. Charles Parish Planning and Zoning Department (2 members)

                     Mr. Michael Albert and Mr. Earl Matherne

2.                     St. Charles Parish Council (2 members)

                                          Ms. Wendy Benedetto and Mr. Dick Gibbs

3.                     St. Charles Parish Public Works Department (1 member)

                                          Mr. Miles Bingham

4.                     Home Builders Association of Greater New Orleans (2 members)

                                          Mr. Randy Noel and Mr. Phil Hoffman

5.                     Civil & Environmental Consulting Engineer

                                          Mr. Danny Hebert

BE IT FURTHER RESOLVED that a temporary AD-HOC Subcommittee is hereby created to serve until such time as it has completed its task of reviewing, evaluating and making recommendations on drafting an ordinance to amend Chapter 7, Drainage & Flood Control, Article 1 of the St. Charles Parish Code of Ordinance to add regulations to protect adjacent properties from increased runoff when fill is added to any lot of ground for consideration by the St. Charles Parish Council Legislative Committee.

The foregoing resolution having been submitted to a vote, the vote thereon was as follows:

 

 

 

 

And the resolution was declared adopted this             day of                      , 2020, to become effective five (5) days after publication in the Official Journal.
