IN RECOGNITION
WHEREAS, Rachel Anne Bourgeois is a resident of Norco, Louisiana in St. Charles Parish where she lives with her mother Rita St. Pierre; and,
WHEREAS, Rachel attends Destrehan High School where she will be a Sophomore and states that her future plans upon successfully graduating from Destrehan High will be to attend college and attain a degree in Elementary Education; and,
WHEREAS, Rachel describes herself as spirited, determined, and confident; and,
WHEREAS, Rachel has received numerous awards and recognitions, among them recipient of the Del Alexander Community Service Award, Character Education Program Winner, Louisiana Association of Dance Masters Faculty Choice Student Award for Ballet and Modern Dance, and was recently crowned 2002 Miss Parish of Plenty Queen; and,
WHEREAS, Rachel's hobbies and activities, to name a few: Destrehan High School Honors Council, Winter Formal Decorating Committee, Talented Drama Program, St. Charles Borromeo Child Church Volunteer, Norco Elementary K-3 Volunteer, Assistant Volunteer of the Hurst Middle School Dance Team Summer Camp, presently a Destrehan Desty Darling Dance Team Member, dancing for the past 13 years, directing and performing in drama performances, going to movies, babysitting, working with children at the primary level and of course shopping.
When asked why she wanted to be the next St. Charles Parish Festival Teen Queen, Rachel who was sponsored by The Michael/David Company, L.L.C., Michael and Melinda Bernard of Luling, gave the following answer: "I am a very spirited, social, and confident young lady. I feel I would be a positive role model for the youth of our Community, as well as all citizens. It is important for our society to be aware of the positive teenagers who are striving to make a difference in the world. Being chosen as the Teen St. Charles Parish Festival Queen would afford me the opportunity to represent the youth and promote our successful Parish. As Teen St. Charles Parish Festival Queen, I would be honored to continue to give part of myself back to the Community and promote our "Parish of Plenty" throughout the State of Louisiana."
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to
