Title
A resolution authorizing St. Charles Parish to join the Louisiana Intrastate Rail Compact with the City of New Orleans, Parish of East Baton Rouge and other municipalities and appointing representatives to the Board of that Compact.
Body
WHEREAS, in 2010, the Louisiana Legislature passed Act No. 858 authorizing the creation of the Louisiana Intrastate Rail Compact with the goals of developing and improving an efficient, safe, and well-maintained system of rail and other transit ways; and,
WHEREAS, the Act created the mechanism whereby two or more municipalities can join together to form a quasi-governmental entity that could identify and generate alternative sources of revenue for financing improvements to the state's transportation system; and,
WHEREAS, the legislation requires that each municipality who desires to join the Compact to adopt a resolution appointing its members to the Compact and the City of New Orleans and East Baton Rouge Parish have already joined the Compact; and,
WHEREAS, both the New Orleans Metropolitan Planning Organization and the Baton Rouge Metropolitan Planning Organization have spent certain funds to conduct feasibility studies for a possible commuter rail service between new Orleans and Baton Rouge and the create of a passenger rail system between Baton Rouge and New Orleans could be beneficial to the more than 50,000 estimated daily automobile and bus commuters now traveling through the BR-NO region; and,
WHEREAS, St Charles Parish desires to be a member of the Compact since the proposed rail system would travel through St. Charles and train stops are proposed in both of our neighboring Parishes of St. John the Baptist and Jefferson.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby resolve that:
SECTION I. The Parish of St. Charles hereby joins the Louisiana Intrastate Rail Compact with the City of New Orleans and other participating municipalities.
SECTION II. The following individuals are appointed to represent the Parish of St. Charles on the Board of the Compact:
Traci A. Fletcher, St Charles Parish Council District VI; and,
Kim Marousek, St. Charles Parish Director of Planning & Zoning; and,
Buddy Boe, Chief Administrative Officer for St. Charles Parish; and,
Taryn Rogers, Community Relations Specialist for Valero St Charles/Meraux.

The foregoing resolution having been submitted to a vote, the vote thereon was as follows:
And the resolution was declared adopted this day of , 2014, to become effective five (5) days after publication in the Official Journal.
