TRIBUTE

District II, Councilman William Billy Woodruff, is a native and lifelong resident of Luling.  He is married to Nelda Stidham and is the proud father of Lance, Reese, and Phillip, Step-Father to Brent Somme’ and Kandi Somme’ Matherne.  They are the proud Grandparents to Laney and Barrett Woodruff, Brent Somme’, Jr., Briann and Braden Matherne; and,

Councilman Woodruff was elected to the St. Charles Parish Council in the special election held May 4, 2013, as the District II Councilman; filling the unexpired term of Councilman Shelley Tastet; and,

Councilman Woodruff is a 1970 graduate of Hahnville High School.  He worked as a heavy equipment operator for several construction companies before working for St. Charles Parish for 27½ years; two years with the Department of Wastewater and 25 years as a heavy equipment operator with the Department of Public Works.  He retired with the Parish September of 2012; and,

Councilman Woodruff served as a member of the Operations, Maintenance, and Construction Management Committee, Legislative Committee, Contract/Finance and Administrative Committee; Special Projects/Public Safety, Health and Environmental Committee, the Hurricane Protection Projects Committee, the Louisiana Police Jury Association, and the National Association of County Officials; and,

We want to thank Councilman Woodruff for his dedication and service to the citizens of St. Charles Parish and to wish him and his family the best in all of their future endeavors.
