Title

An ordinance approving and authorizing the execution of a Contract with Sealevel Construction, Inc., for Montz Pump Station No. 2 and Drainage Improvements (Project No. P210806), as part of the East Bank West Shore Hurricane Protection Levee system, in the amount of $18,882,865.00.

Body

WHEREAS,                     Ordinance No. 21-11-4 adopted on November 15, 2021, by the St. Charles Parish Council, approved and authorized the execution of a Professional Services Agreement with GIS Engineering, LLC, to perform engineering services for Montz Pump Station No. 2 (Project No. P210806), not to exceed $913,980.00; and,

WHEREAS,                     Ordinance No. 22-3-13 adopted March 21, 2022 and Ordinance No. 23-2-7 adopted February 27, 2023, by the St. Charles Parish Council, approved and authorized the execution of Amendment No. 1 and Amendment No. 2 to Ordinance No. 21-11-4, which approved the Professional Services Agreement with GIS Engineering, LLC, to perform engineering services for the Montz Pump Station No. 2 (Parish Project Number P210806), to address the addition of Additional Services (Permitting, Topographic Surveying and Cultural Resource Surveying) and to cover fees for additional permitting work as it became necessary; and,

WHEREAS,                     Ordinance No. 23-7-8 adopted July 10, 2023, by the St. Charles Parish Council, approved and authorized the execution of a Professional Services Agreement with Principal Engineering, Inc., to perform engineering services for a US 61 Canal Improvements Project (Project No. P230602), in the not to exceed amount of $48,656.25; and,

WHEREAS,                     Ordinance No. 24-8-6 adopted August 19, 2024, by the St. Charles Parish Council, approved and authorized the execution of a Wetlands Mitigation Agreement by and between St. Charles Parish and Delta Land Services, L.L.C., for wetlands mitigation for the Montz Pump Station (Parish Project No. P210301), Montz Pump Station No. 2 (Parish Project No. P210806) and drainage improvements along Highway 61 permitted under the Montz Pump Stations and Drainage Improvement Project in the amount of $175,800.00; and,

WHEREAS,                     Montz Pump Station No. 2, being part of the Spillway Levee and closure for the West Shore Levee, will provide 340 cfs of pumping capacity and provide flood protection for 843 dwellings, 28 industrial buildings, an electrical power plant, several industrial facilities, a church, and a fire station; and,

WHEREAS,                     Montz Pump Station No. 2, includes five (5) 67cfs, pumps, five (5) sets of automatic screen cleaners, associated 36” discharge piping, and a one (1) acre sump for rain water storage capacity; and,

WHEREAS,                     sealed bids were received by St. Charles Parish on June 17, 2025, for Montz Pump Station No. 2 and Drainage Improvements (Project No. P210806), as part of the East Bank West Shore Hurricane Protection Levee system; and,

WHEREAS,                     GIS Engineering, LLC, has reviewed the bids and recommends that the Contract be awarded to the lowest responsive and responsible bidder, Sealevel Construction, Inc., in the amount of $18,882,865.00.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:

SECTION I.                     That the bid of Sealevel Construction, Inc. for the construction of Montz Pump Station No. 2 and Drainage Improvements (Project No. P210806), as part of the East Bank West Shore Hurricane Protection Levee system in the amount of $18,882,865.00 is hereby approved and accepted.

SECTION II.                     That the Parish President is hereby authorized to execute said Contract on behalf of St. Charles Parish.

SECTION III.                     A final Notice of Contract shall be printed and filed in place of the contract documents with the St. Charles Parish Clerk of Court and in the records of the St. Charles Parish Council.

The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:
