ORDINANCE NO.      11-1-11        

Title

An ordinance to a install a Pilot Program for Speed Tables and Speed Hump Warning signs, one between U. S. Highway 90 and St. Maria Street and one between St. Maria Street and W. Heather Drive on Monsanto Avenue in Luling, and to also replace speed limit signs and install Slow Children at Play signs in the same location as the speed limit signs.

Body

WHEREAS,      in October 2010, GEC, Inc., North Causeway, Metairie, LA, conducted a traffic calming study for Monsanto Avenue at St. Maria Street; and,

WHEREAS,      Monsanto Avenue is a local road which serves a major residential area in Luling; and,

WHEREAS,      the study included the section of Monsanto Avenue from U. S. Highway 90 to W. Heather Drive, approximately 1800 feet long; and,

WHEREAS,      the traffic study was requested by St. Charles Parish Council and the Department of Public Works for recommendations regarding traffic calming solutions on Monsanto Avenue; and,

WHEREAS,      in conclusion of the study it was recommended that speed limit signs be replaced, Slow Children at Play signs be installed in the same southbound direction/location as the speed limit signs, and two speed tables (traffic calming devices) and speed hump warning signs be installed.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:

      SECTION I.      Install a Pilot Program for Speed Tables and Speed Hump Warning signs, one between U. S. Highway 90 and St. Maria Street and one between St. Maria Street and W. Heather Drive on Monsanto Avenue in Luling, and to also replace speed limit signs and install Slow Children at Play signs in the same location as the speed limit signs.

      The foregoing ordinance having been submitted to a vote, the vote thereon was as follows:

      And the ordinance was declared adopted this    24^th    day of    January   , 2011 to become effective five (5) days after publication in the Official Journal.
