Title
A resolution to urge and request the Louisiana Congressional Delegation oppose mandatory participation for Louisiana Public Employees including Local Parish Government Employees in the Social Security Program.
Body
WHEREAS, the Parochial Employees' Retirement System (herein PERS) of Louisiana was established and authorized by statute to administer the pension for Local Parish Government Employees; and,
WHEREAS, the PERS provides retirement income replacement, disability and death coverage for said public employees; and,
WHEREAS, the PERS is well funded and currently requires employees to pay 9.5% and employers 7.75% of payroll to fund its benefits; and,
WHEREAS, because of such payroll deductions under current Federal Law, PERS Members are not required to pay the regular 6.2% employee and 6.2% employer FICA portions of Social Security Taxes; and,
WHEREAS, the President's Commission to strengthen Social Security is planning to consider a recommendation to make Social Security participation mandatory for all public employees; and,
WHEREAS, mandatory Social Security participation, even if limited to new employees, will result in either, or both, increased expense to Parish Governments and their Employees and decreased retirement benefits of future retirees; and,
WHEREAS, mandatory Social Security participation will be detrimental to the well planned and actuarially sound Parochial Employees' Retirement System and have only minor benefits to the poorly structured and fiscally unsound Federal Social Security System.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL do hereby urge and request that Senator John Breaux, Senator Mary Landrieu, Congressman Billy Tauzin, Congressman David Vitter, and every Member of the Louisiana Congressional Delegation vigorously oppose such mandatory coverage and deductions for Louisiana Public Employees including Local Parish Government Employees.
BE IT FURTHER RESOLVED, that Senator Joel T. Chaisson, II, Representative Gary L. Smith, Jr., and Representative Glenn Ansardi are urged to communicate our opinions on this issue to Members of the Louisiana Congressional Delegation.
