Proclamation: American Red Cross Month in St. Charles Parish

P R O C L A M A T I O N
WHEREAS, since 1881, when Clara Barton founded the organization, people have turned to the AMERICAN RED CROSS for emergency services; and,
WHEREAS, the AMERICAN RED CROSS is chartered by Congress to provide special services to members of the U. S. Armed Forces and disaster victims; and,
WHEREAS, the AMERICAN RED CROSS is a humanitarian organization that helps people prevent, prepare for, and respond to emergencies, large and small; and,
WHEREAS, the AMERICAN RED CROSS has devoted itself to the goal of educating individuals, families, schools and businesses about what they can do at each threat level of the federal alert system to strengthen the community's response in the event of future terrorist attacks and other disasters; and,
WHEREAS, the AMERICAN RED CROSS urges all Americans to take five simple emergency preparedness steps - make a plan outlining what to do if disaster strikes, create a disaster supplies kit, have at least one member of your household trained in first aid and CPR, volunteer to help the local community prepare for disasters, and give blood regularly to ensure a safe and adequate blood supply for the victims of medical emergencies; and,
WHEREAS, the AMERICAN RED CROSS is at the scene of more than 60,000 disasters a year from house fires to devastating floods, hurricanes, and tornadoes; and,
WHEREAS, during relief operations, volunteers assess damages, drive emergency response vehicles to distribute food and other supplies, and provide shelter and necessities for families who have been evacuated from their homes; and,
WHEREAS, the AMERICAN RED CROSS provides other services such as teaching CPR, First Aid, Water Safety, Health and Safety courses, Community Disaster Education; and,
WHEREAS, programs of the AMERICAN RED CROSS are made possible by the voluntary services of thousands of individuals and the generous financial support of the American people; and,
WHEREAS, the AMERICAN RED CROSS is the organization that translates your caring and concern into immediate action; and,
WHEREAS, the AMERICAN RED CROSS has over 120 years of world-wide disaster experience; and,
WHEREAS, the AMERICAN RED CROSS and you, "TOGETHER, WE CAN SAVE A LIFE."
NOW, THEREFORE, WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, DO HEREBY PROCLAIM THE MONTH OF MARCH 2004 AS
