  IN   RECOGNITION

 

WHEREAS,                     Deputy Kenneth Delaune and his wife Erica are residents of Chalmette, Louisiana in St. Bernard Parish and they are the proud parents of three children:  Alex, Ethan, and Collin; and,

WHEREAS,                     Deputy Delaune, has been a Law Enforcement Officer for four years and has been a Patrol Deputy with the St. Charles Parish Sheriff's Office for the last two years; and,

WHEREAS,                     On May 20, 2007, while transporting an arrestee to the Nelson Coleman Correctional Center, Deputy Delaune observed a suspicious black vehicle parked on the southbound shoulder of the Hale Boggs Bridge that fit the description from an earlier dispatch regarding a possible suicidal female who may attempt to jump from the bridge; and,

WHEREAS,                     when Deputy Delaune arrived at the scene, he observed a female subject outside of the vehicle, standing on the shoulder near the guardrail, staring at the river; he notified dispatch of his observations and stopped his patrol unit behind the black vehicle, exited his unit, and slowly approached her, believing she may in fact attempt to harm herself; and,

WHEREAS,                     Deputy Delaune quickly advanced towards the young lady as she began to climb onto the guardrail, and grabbed her by the arm as she attempted to jump; he secured her with his left arm while clinging to the guardrail with his right arm and was then able to pull her back from over the edge of the bridge and safely secure her in handcuffs; and,

WHEREAS,                     Sheriff Champagne said in a statement “Deputy Delaune's attention to detail and keen observation skills, combined with his excellent physical condition and total disregard for his own personal safety enabled him to take quick action which saved the life of this distraught young lady.  His actions were heroic and merit his selection as the St. Charles Parish Sheriff's Office Deputy of the Year 2007.”

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to

DEPUTY KENNETH DELAUNE

2007 DEPUTY OF THE YEAR
