RESOLUTION NO.
Title
A resolution requesting the Parish President hold a Personnel Issues Summit to discuss personnel issues such as salary, classifications, promotions, and long-term advancement criteria.
Body
WHEREAS, for many years employee salaries, promotions and advancement criteria have been issues affecting the Parish Employees and performance of Parish Directors; and,
WHEREAS, Personnel salaries and benefits comprise approximately 23 percent of the operating budget of St. Charles Parish; and,
WHEREAS, it is in the best interest of the Parish that the personnel policies be reviewed to determine issues that currently affect the Directors in hiring, promoting, motivating and keeping qualified personnel; and,
WHEREAS, Directors should be able to reward excellent performance on personnel who obtain additional certificates, training, etc.; and,
WHEREAS, Department Directors should be able to hire, promote, and recognize personnel. St. Charles Parish is interested in the well being of its employees.
NOW THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL, do hereby request the Parish President to hold a Personnel Issues Summit to be comprised of the Personnel Director, two members of the Civil Service Board, as chosen by the Civil Service Board; Department Directors, and two members of the Council, as chosen by the Parish Council.
BE IT FURTHER RESOLVED, that the Committee will hear from the Directors those issues that affect their daily work performance as it relates to any personnel salary and advancement issues. A confidential Employee satisfaction survey could be developed by this Committee to get the employee feedback, as well. The Parish Council is requesting that a Meeting be held to discuss personnel issues regarding salaries in an effort to come up with legal, innovated solutions to existing problem areas. The Council requests that this meeting be held with feedback to the Council by April 2002.
