In Memoriam: Thomas Kelly

The Parish of St. Charles
IN MEMORIAM
WHEREAS, on March 20, 2007, the Almighty God, in His Infinite Wisdom, has seen fit to call from among us one of His most worthy servants, Thomas Carroll Kelly; and,
WHEREAS, Tommy was born in Arkadelphia, Arkansas; since the age of four lived in St. Charles Parish; and worked for over 38 years in a Parish he loved; and,
WHEREAS, Tommy was a loving husband, married for thirty-three years to Debrah Coriell, a loving father to their only son Brandon, and was a dedicated Public Servant; and,
WHEREAS, Tommy was employed by Kelly Girl Contractors out of Union Carbide, and then later became an employee of Union Carbide where he worked for 27 years in Distribution. He was actively involved in the intramural softball team, a member of the Merchant Marines and served his years on the Hurricane Squad; and,
WHEREAS, Tommy later owned and formed K-Construction building many beautiful homes and commercial businesses throughout the Parish. He became interested in construction at an early age while helping his Dad with remodeling projects; and,
WHEREAS, for almost eight years upon his death, Tommy was employed by the St. Charles Parish School System as a Clerk-of-the-Works in the Physical Plant Department. This year Tommy was the recipient of the Staff Achievement Award for the Professional/Technical Employee of the Year. He loved his principals, teachers, and co-workers, they were like family to him; and,
WHEREAS, Tommy served on the Safe Schools Committee and for over six years he represented the School Board as a non-voting Member on the St. Charles Parish Planning & Zoning Commission; and,
WHEREAS, words cannot adequately express or convey the appreciation felt by all of us for the many years of dedicated public service rendered by Tommy to St. Charles Parish; and,
WHEREAS, Tommy will not only be remembered for his integrity and dedication to public service but for his love of his family, job, and his life here in St. Charles Parish; and,
WHEREAS, on behalf of all citizens of St. Charles Parish, the Parish Council and the Parish President wish to posthumously honor THOMAS CARROLL KELLY as an outstanding and dedicated Public Servant of the Parish of St. Charles.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, duly assembled on this 15th day of October 2007, do hereby express our sincere sympathy to the family and friends of
THOMAS CARROLL KELLY

and do hereby convey our gratitude for his years of dedicated public service to the people of St. Charles Parish; and,
BE IT FURTHER RESOLVED, that when this Meeting is adjourned, it shall be done in memory of THOMAS CARROLL KELLY.
