Title
A resolution to request that the Louisiana Coastal Protection & Restoration Authority include Hurricane Protection for the West Bank of St. Charles Parish in its list of projects in the Louisiana 2012 Coastal Master Plan.
Body
WHEREAS,      the Draft 2012 Coastal Master Plan excludes the Donaldsonville to the Gulf Hurricane Protection Project and Hurricane Protection for the West Bank of St. Charles Parish from its list of 145 projects for a sustainable coast; and,
WHEREAS,      on the East Side of the Parish the Corps of Engineers is completing the West Bank and Vicinity Hurricane Storm Damage Risk Reduction Project and to the West Side of the Parish is the Sunset Drainage District Levee, leaving a gap on the West Bank of St. Charles Parish that will act as a funnel for storm surge in a devastating manner to the unprotected areas of St. Charles Parish; and,
WHEREAS,      the Corps of engineers and the State of Louisiana have recently permitted a hurricane protection project behind the Willowridge Subdivision and are currently working with the Parish to permit other phases of the West Bank Hurricane Protection Levee, designed in accordance with the latest IPET standards, which generally coincide with the Highway 90 Alignment of the Donaldsonville to the Gulf Project; and,
WHEREAS,      LRS 33:109.1 states that whenever a parish has adopted a master plan, state agencies and departments shall consider such adopted master plan before undertaking any activity or action which would affect the adopted elements of the master plan; and,
WHEREAS,      on June 20, 2011 the St. Charles Parish Council adopted Ordinance No. 11-6-11 which approved the St. Charles Parish 2030 Comprehensive Land Use Plan, after extensive public engagement including over 1,000 comments from citizens, which included an adopted Vision Statement, an economic development element and an infrastructure element, all which acknowledged the importance of a West Bank Hurricane Protection Levee; and,
WHEREAS,      the Coastal Master Plans cost estimate for non-structural methods of Hurricane Protection of $203.46 million for flood risk reduction is well above recent cost estimates for engineered structural projects that will provide much needed protection at a lower cost and in a more expeditious time frame; and,
WHEREAS,      the Parish takes great exception to any measures being relegated to the Second Implementation Period of 2031 - 2061.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby request the Louisiana Coastal Restoration Authority include Hurricane Protection for the West Bank of St. Charles Parish in its list of projects in the Final Version of the Louisiana 2012 Coastal Master Plan.
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to Governor Bobby Jindal, Senator Mary Landrieu, Senator David Vitter, Congressman Jeff Landry, Congressman Steve Scalise, Congressman Cedric Richmond, Congressman Bill Cassidy, Senator Gary L. Smith, Jr., Representative Gregory A. Miller, Representative Randal L. Gaines, Coastal Protection and Restoration Authority Chairman Garret Graves and the members of the Authority, Department of Transportation and Development Secretary Sherri LeBas and Department of Natural Resources Secretary Scott Angelle.
