Title

An ordinance amending the St. Charles Parish Code of Ordinances, Appendix A, Section VI. B., to allow the construction of system built homes modifying the requirements for modular homes in single-family residential zoning districts.

Body

WHEREAS,      system built modular homes are factory-built homes constructed to the Southern Building Code Standards; and,

WHEREAS,      single-family residential homes constructed on-site are also required to meet the Southern Building Code Standards; and,

WHEREAS,      the Zoning Ordinance requires modular homes as a special permit use in single-family residential zoning districts; and,

WHEREAS,      the Zoning Ordinance requires that modular homes be placed on permanent foundations; and,

WHEREAS,      providing system built modular homes as a special exception use in single-family residential zoning districts will increase the opportunity for more citizens of St. Charles Parish to own affordable, well-constructed homes.

THE ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:

SECTION I.      That the St. Charles Parish Code of Ordinances, Appendix A, Section VI.B.1.c.(5) is hereby revoked.

SECTION II.      That the St. Charles Parish Code of Ordinances, Appendix A, Section VI.B.1.b. is hereby amended by adding:

(4)      Modular homes, constructed to Southern Building Code Standards, assembled on site by joining four (4) or more factory-built, three-dimensional sections (modules), and permanently attached to a foundation.
