Title
An ordinance to amend the Code of Ordinances, Parish of St. Charles relating to taxicab rates, more particularly to increase the meter fare, hourly rate, rate for additional passengers, and to provide for related matters.
Body
WHEREAS,      St. Charles Parish desires to establish uniform taxicab rates comparable to surrounding municipalities and parishes; and,
WHEREAS,      St. Charles Parish recognizes that gasoline prices have continued to rise above historical highs causing a hardship on taxicab drivers and owners; and,
WHEREAS,      St. Charles Parish recognizes that the effects of Hurricane Katrina has caused havoc on the local economy causing a hardship on taxicab drivers and owners.
ST. CHARLES PARISH COUNCIL HEREBY ORDAINS:
SECTION I.      That the St. Charles Parish Code is hereby amended in Chapter 22.5 Vehicles for Hire, Article II - Taxicabs, Section 22.5-41 Rates of fare and rate card, (b)(1), (b)(2), (b)(2)(c), (b)(2)(d) and adding (b)(2)(g).
Sec. 22.5-41. Rates of fare and rate cards to read as follows:
(b) Meter Fare for Taxicabs:
(1) Minimum fare:  The minimum meter fare shall be one dollar and ten cents ($1.10), two dollars and fifty cents ($2.50) which shall entitle the passenger to be transported any distance less than one-fifth one-eighth mile; and the total meter fare shall include an additional twenty cents ($0.20) for each additional one-fifth mile, one-eighth or incomplete fraction thereof, that the passenger is transported, providing that whenever the speed of the taxicab is less than the rate of one-fifth mile per forty (40) seconds, mileage shall be computed at the rate of one-fifth mile per forty (40) seconds.  There shall be an additional charge of twenty-five cents ($0.25) one dollar ($1.00) per passenger after one passenger on all regular taxi trips.
(2) Personalized service:  Whenever a taxicab driver is called upon to render a time-consuming, personalized service, beyond his normal transportation of passengers, the minimum fare shall be three dollars ($3.00), six dollars ($6.00) or the meter fare, whichever is greater.  Unless an agreement to this charge has been reached between the parties prior to the trip, there shall be no additional charge to the passenger.
(c) Taxicab Hourly Rate:  Whenever a taxicab is chartered by the hour, such arrangement shall be made between the driver and passenger at the start of the charter trip, and the rate thereof shall be eighteen dollars ($18.00) per hour, thirty dollars ($30.00) per hour minimum of two (2) hours.
(d) Taxicab Rates for Additional Passengers:  An additional charge of twenty-five cents ($0.25) one dollar ($1.00) per person for all passengers over one (1) shall be charged.
(g) Airport rates-Louis Armstrong International Airport:  The fare to or from Louis Armstrong International Airport shall be:
(1)      Fares within the City of Kenner shall be:
(a)      Kenner South:  Bounded by the south side of I-10, Jefferson/St. Charles Parish line, the River, up to but not including Roosevelt Blvd., Filmore St. shall be thirteen dollars and twenty five cents ($13.25) for one or two passengers, or seven dollars and twenty five cents ($7.25) per person for three (3) or more passengers, or meter reading, whichever is greater.
(b)      Kenner Central:  Bounded by the north side of I-10, Jefferson/St. Charles Parish line, Roosevelt Blvd., Esplanade Ave. up to but not including West Esplanade shall be fourteen dollars and seventy five cents ($14.75) for one or two passengers or seven dollars and fifty cents ($7.50) per person for three (3) or more passengers, or meter reading, whichever is greater.
(c)      Kenner North:  Bounded by West Esplanade Ave., Jefferson/St. Charles Parish line, the Lake, Power Blvd., up to but not including Power Blvd. shall be sixteen dollars ($16.00) for one or two passengers, or eight dollars and fifty cents ($8.50) per person for three (3) or more passengers, or meter reading, whichever is greater.
(2)      Fares outside the city limits of Kenner and Gretna shall be:
(a)      Kenner East City Limits:  Bounded by the Lake, Roosevelt Blvd., Illinois Central Railroad.  David Dr./Power Blvd. up to but not including David Dr. shall be, sixteen dollars ($16.00) for one or two passengers or eight dollars and fifty cents ($8.50) per person for three (3) or more passengers, or meter reading, whichever is greater.
(b)      River Ridge:  Bounded by Illinois Central Railroad. Filmore St., the River and Folse St. and Hickory Ave. up to but not including Folse St. and Hickory Ave. shall be sixteen dollars ($16.00) for one or two passengers or eight dollars and fifty cents ($8.50) per person for three (3) or more passengers, or meter reading, whichever is greater.
(c)      David Dr./Power Blvd.:  Bounded by the Lake, David Dr., Power Blvd., Illinois Central Railroad, Clearview Pkwy. up to but not including Clearview Pkwy. shall be eighteen dollars ($18.00) for one or two passengers or nine dollars ($9.00) per person for three (3) or more passengers, or meter reading, whichever is greater.
(d)      Harahan:  Bounded by Illinois Central Railroad, Folse St. and Hickory Ave., the River and Clearview Pkwy. up to but not including Clearview Pkwy. shall be eighteen dollars ($18.00) for one or two passengers or nine dollars ($9.00) per person for three (3) or more passengers, or meter reading, whichever is greater.
(e)      Clearview Pkwy.:  Bounded by the Lake, Clearview Pkwy., the River, and Causeway Blvd. up to but not including Causeway Blvd. shall be twenty dollars and fifty cents ($20.50) for one or two passengers or ten dollars ($10.00) per person for three (3) or more passengers, or meter reading, whichever is greater.
(f)      Causeway Blvd.:  Bounded by the Lake, Causeway Blvd., the River and Jefferson/Orleans Parish line (17th St. Canal) shall be twenty two dollars ($22.00) for one or two passengers or eleven ($11.00) per person for three (3) or more passengers, or meter reading, whichever is greater.
(3)      Fares to New Orleans shall be twenty eight ($28.00) for one or two passengers or twelve ($12.00) per person for three or more passengers.
(a)      Location east of the Elysian Field Ave. boundary line the fare shall be metered fare from such boundary to the destination or point of origin plus the fare stated above.
(4)      Fares to or from any West bank location shall be twenty eight dollars ($28.00) for one (1) or two (2) passengers or twelve dollars ($12.00) per person for three (3) or more passengers to or from the St. Charles Ave./Carondelet down ramp and the eastside of the Huey P. Long Bridge, the metered fare from such boundary to the destination or point of origin plus the fare stated above or flat rate agreed upon in advance.  Additional charge of one dollar ($1.00) shall be charged for crossing the Crescent City Connection or the Huey P. Long Bridge in addition, any ferriage or bridge tolls computed on a round trip basis shall be added to the fare.
 
 
SECTION II.      Hereby amend the Code of Ordinances, Parish of St. Charles relating to taxicab rates, more particularly to increase the meter fare, hourly rate, rate for additional passengers, and to provide for related matters.
