IN   RECOGNITION

WHEREAS,                     Mrs. Frozine Francis is a life-long resident of Hahnville, Louisiana where she resides with her husband, Clarence Francis, Sr.; they are the proud parents of three children; the late Brenden Downing, Elvin Ross of Atlanta, Georgia, and Pauline"Tiki" Johnson of Plano, Texas, and four grandchildren, Christian, Brenden, Jr., Elvin Jr., and A'nyah; and,

WHEREAS,                     at an early age of nine years old, she started taking piano lessons from the late Mrs. Edna Williams, the Vocal Music Teacher at Carver High School; and,

WHEREAS,                     at the age of twelve years old, she became the pianist and organist for various churches in the community and has continued until this present time; and,

WHEREAS,                     in 1957, she graduated from George Washington Carver High School; in 1961 she graduated from Dillard University with a Bachelor of Arts Degree; and did further study at Loyola, Nicholls State, and Southern University in Baton Rouge; and,

WHEREAS,                     Mrs. Francis taught Music Education in St. Charles Parish and Orleans Parish Public Schools, retiring in June of 1994 from the Orleans Public Schools with 31 years of service; and,

WHEREAS,                     after retiring, Mrs. Francis opened the Francis School of Music where she presently works with students from Orleans, Jefferson, St. John the Baptist, and St. Charles Parishes; and,

WHEREAS,                     it brings her great joy when she takes a student who does not know anything about music and she sees them learn to master the keyboard; and,

WHEREAS,                     Mrs. Francis is a Member of the Bayou Land Music Club in Thibodaux, Louisiana, and the American Federation of Music; she is a Member of the Changing Generation Full Gospel Baptist Church in Paradis; and,

WHEREAS,                     each year she enters twenty or more of her students in the Piano Music Festival at Nicholls State University where they have done well over the years.

NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE ST. CHARLES PARISH COUNCIL AND THE PARISH PRESIDENT, do hereby offer this tribute and recognition to

MRS. FROZINE FRANCIS

"PARISH   OF   PLENTY"

created in 1807 from the county of the

"German Coast", a parish of

unprecedented economic and social

development, known for its

hospitality, rural living and sporting

opportunities… with the added

distinction of being located

on both sides of the

Mighty Mississippi River.
